JOB SUMMARY
Under the supervision of the Senior Statistician, the incumbent will be responsible for coordination and implementation of division activities, preparation of the budget, management of statistical information, supervision of staff, and training and development of staff.
MAIN DUTIES
- Coordination and Implementation of Division Activities
1.1 Draws the annual work plan to guide daily operations
1.2 Attends management forums with agencies and departments for planning and reporting purposes
1.3 Supervises data collection for all surveys in the division to ensure full coverage
1.4 Verifies accuracy of captured data to identify errors and omissions
1.5 Checks for inconsistencies and outliers to improve data quality - Management of the Budget
2.1 Attends divisional budget forums to support smooth implementation of activities
2.2 Monitors budget implementation to ensure adherence to the work plan and makes adjustments as necessary - Management of Statistical Information
3.1 Collects complex data to meet specific technical demands when necessary
3.2 Writes statistical reports as required - Supervision of Staff
4.1 Facilitates the development of individual work plans for effective daily operations
4.2 Allocates tasks and responsibilities for operational efficiency
4.3 Monitors progress to ensure alignment with divisional plans
4.4 Holds individual meetings to assess performance and address deficiencies - Training and Development of Staff
5.1 Applies this responsibility at district level
5.2 Orients new divisional staff on statistical activities and departmental mandates
5.3 Holds workshops on data collection methods and techniques to maintain data quality
5.4 Sensitizes stakeholders on divisional activities to ensure adherence, support, and ownership
5.5 Facilitates workshops on Public Service Legal Frameworks and Human Resource Policies to promote discipline
EDUCATION AND TRAINING
- Master’s Degree in Statistics with at least two (2) years of working experience in the environment and energy field
OR - Honour’s Degree in Statistics with at least three (3) years of working experience in the environment and energy field
OR - BA Degree in Statistics with at least five (5) years of working experience in the environment and energy field
- Serving officers with qualifications in Economics and relevant experience will be considered
COMPETENCIES
- Computer literacy (Excel, Word, etc.)
- Proficiency in statistical packages (e.g., SPSS)
- Good communication skills
- Knowledge of Public Service Legal Frameworks
- Analytical skills
- Interpersonal skills
RESPONSIBILITY
- For work of others: Responsible for supervision of subordinate staff
- For property: Responsible for all equipment and materials used for surveys and routine work
- For effect of errors: Liable for any errors as per the Lesotho Bureau of Statistics Act 2001, Section 23(1)
