RESPONSIBLE TO: Senior Statistician

JOB SUMMARY
Under the supervision of the Senior Statistician, the incumbent will be responsible for coordination and implementation of division activities; preparation of the budget; management of statistical information; supervision of staff; and training and development of staff.
MAIN DUTIES
1. Coordination and Implementation of Division Activities
1.1 Draws the annual work-plan to guide day-to-day operations
1.2 Attends management forums with agencies and departments for planning and reporting purposes
1.3 Supervises data collection for all surveys undertaken in the designated area to ensure full coverage
1.4 Verifies accuracy of captured data to identify errors and omissions
1.5 Checks data inconsistencies and outliers to improve data quality
2. Preparation and Management of the Budget
2.1 Budgets for activities and attends divisional budget forums for smooth implementation
2.2 Monitors budget implementation to ensure adherence to the predetermined workplan and adjusts where necessary
3. Management of Statistical Information
3.1 Collects complex data to meet specific technical demands when necessary
3.2 Compiles reports to enable management to make informed decisions
3.3 Compiles profiles to inform data users
3.4 Writes statistical reports when required
4. Supervision of Staff
4.1 Facilitates drawing of individual work-plans to guide daily activities
4.2 Allocates tasks and responsibilities for operational effectiveness
4.3 Monitors individual progress regularly to ensure alignment with the district plan
4.4 Convenes meetings with supervisees to assess performance and address deficiencies
5. Training and Development of Staff
5.1 Conducts training needs analysis in line with departmental priorities
5.2 Draws training plans to address identified skill gaps
5.3 Monitors implementation of training plans for alignment with departmental priorities
5.4 Orientates new field staff on statistical activities
5.5 Holds workshops on data collection methods and techniques to maintain data quality
5.6 Sensitizes divisional stakeholders on planned activities to ensure adherence, support, and ownership
5.7 Facilitates workshops on Public Service Legal Frameworks and Human Resource Policies to promote discipline
JOB SPECIFICATION
Education and Training
- Master’s Degree in Statistics with at least two (2) years working experience as Assistant Statistician in National Accounts Statistics
OR - Honours Degree in Statistics with at least three (3) years working experience as Assistant Statistician in National Accounts Statistics
OR - BA Degree in Statistics with at least five (5) years working experience as Assistant Statistician in National Accounts Statistics
AND - Candidates with qualifications in Economics and extensive experience as Assistant Statistician in National Accounts Statistics will be considered
Competencies
- Computer literacy (Excel, Word, etc.)
- Statistical packages (SPSS)
- Good communication skills
- Knowledge of Public Service Legal Frameworks

RESPONSIBILITY
