STAR PROGRAM DESCRIPTION                                            

Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

ABOUT THE FELLOWSHIP

The STAR Fellowship is a two-year global health and learning opportunity with:

FELLOWSHIP OPPORTUNITY DESCRIPTION

Background:

The USAID/South Africa (SA) Health Office (HO) manages one of the largest President’s Emergency Plan for AIDS Relief (PEPFAR) programs in the world. In order to achieve an AIDS-free generation, USAID funds activities to promote and position HIV/AIDS and health products and services in ways that appeal to the needs and preferences of priority market segments. Priority market segments include men ages 20 – 35 and adolescent girls and young women ages 15 – 24 in both rural and urban locations. These populations have been historically difficult to reach through traditional health service channels, which are largely dependent on health facilities.

Introduction:

The Senior Marketing Advisor (Senior Advisor) is a critical member of the HO team who will work with technical staff across the USAID/SA HO areas covering HIV/AIDS Care and Treatment, Strategic Information, and Health Systems Strengthening to integrate client-centered approaches that align how USAID’s service delivery model with the 7P’s of the marketing mix: people, process, product, price, place, physical environment, and promotion.

Reporting structure:

S/he will work closely with the Health Office Deputy Director and receive technical guidance from the Strategic Prevention Team Lead who will serve as his/her onsite manager.

Responsibilities:

The Senior Advisor will be responsible for two main outcomes:

  • Increased client demand for and satisfaction with health services among priority demographics (men ages 24 – 35 as well as girls and young women ages 15 – 24) as well as among persons living with HIV. This will be achieved by designing or improving upon at least 2 effective large-scale marketing campaigns.
  • Increased access to medicines and support networks for people living with HIV by informing the development of new and improved business models, processes, and services.

The activities that will support these outcomes will be to:

Marketing Analytics:

  • Develop, design, and analyze data streams ranging from client focus groups; quantitative market research; client behavioral, psycho-social and structural analyses; demographic surveys; and public health data to identify opportunities to improve USAID’s service delivery offerings.
  • Apply industry-standard approaches and tools for market research and ensure that USAID contractors and grantees produce and interpret quality, relevant, and targeted client data.
  • Oversee translation of qualitative and quantitative market research into actionable programs that may include mass media marketing campaigns, social media marketing campaigns, community-based/below-the-line campaigns, and guerilla marketing campaigns.
  • Participate and lead site visits to USAID-supported health facility and community programs to understand client perceptions, challenges, aspirations, and brand affinities.
  • Track the measurable results that USAID-supported marketing campaigns may have on the delivery and access to HIV/AIDS services and products.

Strategic and Technical Leadership in Marketing:

  • Act as a senior technical advisor and as a senior subject matter expert on the marketing mix and applying those approaches to assist the South African government meet their health priorities.
  • Providing guidance and upskill the USAID team on industry-standard approaches for promotion, placement, and product design to make radical improvements to the delivery of HIV/AIDS programs in a way that uniquely matches the aspirations and desires of priority South African demographics.
  • Lead the development of evidence-based and creative ways to improve promotion, demand creation, and access within urban, peri-urban, rural, and informal contexts. Provide guidance to program implementers to develop new and compelling channels for product distribution, messaging, and uptake of health services.
  • Assist in directing USAID contractor/grantee work plans, creative briefs, process and product design proposals, and marketing campaigns.
  • Advocate for USAID’s priorities in meetings and conferences involving diverse stakeholders including government representatives, people living with HIV/AIDS, as well as non-governmental and community-based organizations.
  • Manage strategies that require USAID contractors and grantees to leverage new technology and approaches to market health services such as using search engine optimization (SEO) to reach clients, applying social media analytics to target/define new market segments, working with telecommunications and mobile providers to push effective SMS, and applying human-centered-design methods to develop new business processes.

Coordination:

  • Coordinate closely with the government and private sector counterparts focused on demand creation for health products and services at the provincial, district, and municipal levels. Participate in the U.S. Government Inter-Agency Adolescent Girls and Young Women and Men Technical Working Groups.
  • Establish and maintain close working relationships and provide technical expertise to all levels of staff within PEPFAR South Africa (Centers for Disease Control and Prevention, U.S. Department of Health and Human Services, U.S. Embassy Pretoria), the U.S. government (Office of the Global AIDS Coordinator, U.S. Congress and their staff, and other agencies), the South African Government, implementing partners, bilateral donors, foundations, and/or corporations.

Anticipated Learning Outcomes: *required 10% time

  • Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health. 
  • Cultivate mentorship skills based on the STAR GH mentorship curriculum to more effectively support and improve knowledge transfer and skills acquisition of staff, incoming fellows and interns. 
  • Advance leadership skills to successful support capacity building and knowledge sharing activities, and mentor develop junior staff.  
  • Apply leadership skills and technical expertise to support programmatic growth and scale up within HIV/AIDS and marketing programming.                   

FELLOWSHIP REQUIREMENTS

Required:

  • Minimum 13 years of relevant technical experience with master’s degree or a minimum of 15 years of relevant technical experience with bachelor’s degree.
  • Experience working in marketing in resource challenged environments.
  • Knowledge of marketing mix, market segmentation, and communications.
  • Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
  • Strong ability to communicate with diverse audiences ranging from world-renown health experts to young men living in South African townships.
  • Willingness to be flexible and adapt to changing priorities and shifting deadlines.
  • Demonstrated strong problem solving, organizational, communications and reporting skills.
  • Strong teamwork and team-building skills.
  • South African Citizenship or Permanent Residency required.

Additional skills (preferred)

  • Fully fluent in English and at least one of the other ten official languages of South Africa.
