Job Summary:The Senior Technical Advisor for COVID-19 Clinical Programs is responsible for providing senior-level technical and operational advice across FHI 360, serving as a lead technical advisor and providing assistance to field programs in the area of COVID-19 clinical care. S/he will oversee development, management, and evaluation of programs involving delivery and support of oxygen ecosystems, ventilators, and other aspects of care for persons with COVID-19. S/he will oversee human resource development and training to improve clinical interventions and outcomes for patients with COVID-19, including training in intensive care. S/he will guide expanded activities in community systems, infection prevention and control (IPC), and diagnostics and laboratory systems. This position is anchored within the 5-year HIV prevention, care and treatment EpiC Project program that was modified in 2020 to receive COVID-19 funding and has implemented COVID-19-related technical assistance in more than 20 countries. The Senior Technical Advisor for COVID-19 Clinical Programs will provide technical and scientific leadership and technical advice based upon expertise and knowledge of evidence-based methods and strategies, current best practices, and established operational and research standards. S/he will build capacity of country-level, regional and global program staff. S/he provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. S/he will also be responsible for leading and/or supporting proposal design and protocol development to ensure design is sound and based upon evidence-based practice. The Senior Technical Advisor for COVID-19 Clinical Programs will provide global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise. S/he will be responsible for sharing best practices and contributing to the knowledge base through participation in scientific forums and technical networks and liaising with counterparts in funding organizations and within FHI 360. This position reports to the EpiC COVID-19 Technical Director.

Accountabilities:

  • Ensures high-quality technical leadership, oversight, and advice, including mobilization of technical assistance to support country implementation interventions.
  • Provides support to FHI 360 field programs in the design, evaluation and implementation of COVID-19 clinical programs.
  • Provides technical advice to ensure that country programs are consistent with current practice, international standards and recommendations.
  • Provides technical advice and leadership to country programs to prepare for and respond to COVID-19 threats including preparedness and response plans.
  • Responsible for leading and/or supporting proposal design for resource development activities, particularly as they relate to COVID-19 clinical care.
  • Keeps current on the latest literature, reports and international guidelines and standards.
  • Prepares and submits papers to professional journals and meetings.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs as well as field counterparts and the private sector.
  • Develops tools for the design and implementation of specific technical components.
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
  • Contributes to planning and making recommendations for department/program/project concept, operations, and/or implementation.
  • Reviews, analyzes and evaluates the effectiveness of programs/projects and makes recommendations for enhancements.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Represents the organization to external entities at professional meetings and conferences and consistently viewed as a knowledgeable resource in their technical area.
  • Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs
  • Serves as a member of COVID-19 Technical team.
  • Performs other duties as assigned.

  • Conducts briefings and technical meetings for top management and customer representatives.
  • Interacts with equivalent level managers concerning matters of significance to the company.
  • In-depth understanding of the external environment and how it affects the industry in general and organization in particular, including political, legal, environmental, financial and social influences.
  • Understanding of the structure, operations, human resources and finances of the organization and the complexities of their interdependencies.

  • Advises and creates plans based on analysis of issues and trends, and how these link to the responsibilities, capabilities, and potential of the technical area.
  • Scans an ever-changing, complex environment in anticipation of emerging crises and opportunities.

Supervision Given/Received:

  • Contributes to development of organization’s strategic approaches
  • Develops well-informed advice and strategies that are sensitive to the various needs of multiple stakeholders and partners, reflect the strategic direction of the department and position the company for success.

Education:

  • Doctorate degree in medicine or nursing or other relevant scientific field. Masters degree in public health or related area desirable but not required.

Experience:

  • 11+ years of experience in a specialized technical/medical field of study, preferably respiratory illnesses, emergency medicine or other related areas.
  • At least seven years of experience designing and providing technical assistance in complex clinical care programs in low resource settings.
  • Familiar with donor/client funded programs and corresponding regulations and communication styles.
  • Written and published materials related to technical area e.g., journal articles, job aids, training curricula, and other tools.

Typical Physical Demands:

  • Typical office and/or clinical environment.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.

Travel Requirements:

  • 10% – 25% (when safe to do so)
