Applications are invited from suitably qualified local candidates for the following vacant positions tenable at the Ministry of Tourism, Sports, Arts and Culture.


POSITION DETAILS

DEPARTMENT : Sports and Recreation
JOB TITLE : Sports and Recreation Officer

REPORTS TO : Manager, Sports and Recreation
LOCATION : Head Office
NUMBER OF POSITIONS : Two (2)


JOB SUMMARY

The incumbent is responsible for initiation and formulation of facility management policies and plans, preparation and control of facilities maintenance budgets, and supervision, recruitment and training of maintenance staff.


MAIN DUTIES

1. Facilities Assessment, Planning and Maintenance

  • Compile a database and conduct needs assessment of all sports facilities under the Department of Sports to establish their status.
  • Develop a comprehensive repair and maintenance plan to ensure facilities meet required international safety standards.
  • Conduct regular inspections of sports facilities countrywide to assess maintenance needs and expedite repairs in accordance with approved maintenance plans.
  • Liaise with the Procurement Unit to ensure availability of maintenance equipment and cleaning materials.
  • Develop and enforce cleaning schedules with responsible officers for proper upkeep of facilities.
  • Train responsible officers on applicable international safety standards, including compliance with regulatory policies, building codes and legal requirements.
  • Prepare, implement and follow up on maintenance plans and scheduled renovations.
  • Conduct continuous inspections to identify potential issues and address maintenance needs promptly.

2. Facility Staff Management and Policy Development

  • Compile recruitment and placement plans for facility maintenance staff.
  • Develop and implement facility management policies and procedures to ensure efficient facility operations.
  • Liaise with the Human Resource Office to ensure recruitment and placement of competent staff.
  • Manage and supervise maintenance staff, contractors and vendors to ensure timely completion of maintenance works and projects.
  • Conduct performance management and appraisals for staff under supervision.

3. Budgeting, Revenue Generation and Financial Control

  • Develop a consolidated budget for maintenance and general upkeep of sports facilities.
  • Identify possible revenue streams and incorporate them into the facilities budget.
  • Compile facility‑specific budget requirements and consolidate them into a departmental budget for parliamentary approval.
  • Monitor and control operating costs to ensure budget compliance and cost‑effectiveness.
  • Develop strategies for revenue generation, monitor implementation and introduce corrective measures where necessary.

4. Stakeholder Engagement and Partnerships

  • Develop and maintain relationships with suppliers, vendors, communities and service providers to support facility operations.
  • Forge and maintain development partnerships with key stakeholders through networking.
  • Establish strong working relations with host communities by engaging them in facility‑based activities and promoting participation in sports.
  • Engage District Administrators, Area Chiefs and Councillors on facility‑related matters.
  • Arrange subsidised access to facilities for surrounding schools and sports clubs.

5. Professional Development and Best Practices

  • Participate in facility maintenance and management seminars to keep abreast of best practices.
  • Attend local, regional and international seminars and sports forums to stay informed of current trends.
  • Implement resolutions and protocols from such platforms to align national practices with international standards.
  • Train staff on updated practices and protocols in facility management and maintenance.

QUALIFICATIONS

Option 1
Master’s Degree in Sports Management, Facility Management or a related field, plus two (2) years’ experience in managing sports facilities.

OR

Option 2
Degree in Sports Management, Facility Management or a related field, plus at least five (5) years’ experience in managing sports facilities.


OTHER REQUIREMENTS

  • Prior experience in managing sports facilities will be an added advantage.
  • Knowledge of sports policies and regulatory frameworks related to sports facilities.
  • Strong leadership, verbal and written communication skills.
  • Ability to analyse complex problems, develop solutions and make sound decisions under pressure.
  • Proficiency in computer applications, including Microsoft Office.
