Background
Since 2018, the Government of Lesotho (GoL) in partnership with United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP). A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019. The NRA Act 2019 section 4 states that there is established authority to be known as the National Reforms Authority which shall have such powers [section 7 (1) – (3)] and perform such functions [section 8 (1) – (2)] as are necessary for the attainment of the objectives of this Act while section 12 (1) states that the Authority shall perform its functions within a period of one year from the date of the constitution of the Secretariat.
The Authority is looking for highly self – driven professionals who fill the following positions;

PURPOSE OF THE POSITION
The Special Advisors will be responsible for research and provide technical guidance and advise to their respective Technical Committees. He/she will also be the Head of the staff assigned to the Technical Committees. He/she will also prepare the policy document or draft bills and legal instruments.
Specific Duties and Responsibilities:
To provide specialist advise on Thematic Area To lead and coordinate research processes, development and implementation of the legal framework to and implement Reforms in line with Multi-Stakeholder National Dialogue Plenary II Report and decisions of NRA. To prepare the agreed policy and legislative principles from committees for submission to NRA Plenary for adoption.
To play a leading role in the team assembled by the CEO for drafting of bills, policies and legal instruments in the Thematic Area.

Special Advisor Judicial Affairs
Master of Laws
PLUS
Minimum of 5 years’ working experience in the judicial systems/ justice reforms
OR
Bachelor of laws or related field
PLUS
Minimum of 8 years’ working experience in the judicial systems/ justice reforms PhD will be added advantage
Special Advisor Media Affairs
Master’s degree in communication and media studies/ Marketing/ International Relations/ any other related field
PLUS
Minimum of 5 years’ working experience in the communications and media sector
OR
Bachelor’s degree in communication and media studies/ Marketing/ International Relations/ any other related field
PLUS
Minimum of 8 years’ working experience in the communications and media sector PhD will be added advantage
Special Advisor Parliamentary Affairs
Master’s degree in Political Science/ Public Administration/ any other related field
PLUS
Minimum of 5 years’ working experience in the parliamentary systems/reforms
OR
Bachelor’s degree in Political Science or Public Administration or any other related field
PLUS
Minimum of 8 years’ working experience in the parliamentary systems/reforms PhD will be added advantage
Special Advisor Public Sector Affairs
Master degree in Development Studies/ Governance/ Political Science/ Public Administration/ Public Policy or a related social science discipline
PLUS
Minimum of 5 years’ relevant work experience, including development and implementation of public policies at national, regional or international levels
OR
Bachelor of laws or related field
PLUS
Bachelor’s Degree or a Post graduate qualification in development studies, governance, political science, public administration or a related social science discipline PhD will be added advantage
Special Advisor Security Affairs
Master’s degree in International Relations/ Law/ Political Science/ Public Administration/ Security Sector Management or relevant Governance discipline
PLUS
Minimum 5 years of relevant work experience in dealing with Security Sector/ post conflict recovery/ peace building and working in the Lesotho government. The incumbent must have 3 or more years of progressive responsibilities in security sector management in Government, and knowledge of the security sector national priorities
OR
Bachelor’s degree in International Relations/ Law/ Political Science/ Public Administration/ Security Sector Management or relevant Governance discipline
PLUS
Minimum 8 years of relevant work experience in dealing with Security Sector/ post conflict recovery/ peace building and working in the Lesotho government. The incumbent must have 3 or more years of progressive responsibilities in security sector management in Government, and knowledge of the security sector national priorities

Special Advisor Constitutional Affairs
Master of Laws with specialty in constitutional Laws

Minimum 5 years of relevant work experience in constitutional affairs and progressive experience in legal affairs
OR
Bachelor of laws with specialty in constitutional Laws
PLUS
Minimum 8 years of relevant work experience in constitutional affairs and progressive experience in legal affairs. Lesotho admitted attorney. Experience in the democratization process and constitutional dynamics in post-conflict countries Experience in legal writing and expression and ability to independently prepare legal papers Prior experience providing legal support to a Head of State Office is preferred Sound knowledge of the legal framework of Lesotho and understanding of the constitutional role and operations PhD will be added advantage

Travel will be required within Lesotho as well as travel to other countries from time to time.
