JOB PURPOSE:

The Regional Road Safety and Fleet Management Lead will build on existing work and be responsible for ensuring strategic implementation of fleet management policy as part of WV operations across the Southern Africa Region, including the design and delivery of context-specific policies, systems and trainings per WVI standards. This will include using data to improve the performance of overall fleet management while building Field Office capacity to conduct country specific analysis.  It will drive fleet management improvements across the region and will include working with the ten offices in the region to build a safer, greener and more efficient fleet. 

Together with Field Office Fleet Focal Points, the Regional Security Director and Global Centre Fleet staff, this position will drive fleet management improvements across the region including working with the ten offices in the region to build a safer, greener and more efficient fleet.

KEY RESPONSIBILITIES:

  • The Regional Fleet Management and Safety Lead will under the guidance of the Regional Security Director, work with National Office staff to ensure their road safety and fleet management policies and standards are up to date per 2022 WVI standards.  These policies and standards should be relevant to the context and identify how to best implement them. At the end of two years, the following changes in the region will be noted.
  • The Regional Fleet Management and Safety Lead will partner with People & Culture to support and enable the implementation of the WVI approved fleet and drivers’ training per country need, building local capacity to sustain Field Office-led training per global standards. This will include tracking of compliance of trainings. Drive the process of continuous learning on current international accepted practice in fleet management and analysis, identifying tools and processes that can be implemented into WV operations nationally or regionally.  At the end of two years, the following changes in the region will be noted.
  • The Regional Fleet Management and Safety Lead will work with procurement, finance and operations teams and leadership to establish a ‘whole of lifecycle’ fleet management approach that includes in programme design and properly resourced from the design state of operations through to project close out, to ensure strategic and good implementation of cost-effective and safe standards. This will include capacity-building and support of Field Office staff and assistance with supply-chain questions, contracts and any other issues in accordance with WVI standards. Support the development of fleet safety initiatives aimed at 1) reducing harm to staff and vulnerable road users, with particular focus on reducing Road Traffic Accidents (RTAs),2) increasing proper management of assets and 3) reducing fuel costs and fraud related to fuel. At the end of the two years, the following changes in the region will be noted.
  • Together with the Regional Security Director and other staff, the Regional Fleet Management and Safety Lead will assist with investigations of fleet-related issues, including building Field Office capacity for those investigations per global standards.  At the end of two years, the following changes in the region will be noted.
  • The Regional Fleet Management and Safety Lead will work with national offices to determine what data is being captured through vehicle trackers and how to best use this information to inform decision-making and management. The fleet manager will help design systems that are of most value to the National Office, in coordination with the Regional Office and WVI standards. At the end of two years, the following changes in the region will be noted.
  • The Regional Fleet Management and Safety Lead will support ongoing work to identify where WV faces the greatest levels of risk from a fleet management perspective and how to best manage and mitigate those risks, in coordination with other internal teams such as risk management, audit, operations/programs, People & Culture, procurement and security.  At the end of two years, the following changes in the region will be noted.
  • The Regional Fleet Management and Safety Lead will work with the Regional Security Director to promote a good, multi-departmental strategic understanding of road safety and fleet management.  This includes facilitating the documentation of best practice and contributing to the community of practice and ongoing Partnership dialogue on fleet excellence.  At the end of two years, the following changes in the region will be noted

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in relevant field of study such as logistics, supply chain or general business management. 
  • Knowledge of vehicle mechanics is an asset.
  • A minimum of 6 years’ experience in fleet and asset management in the Southern African context, preferably with experience in conducting investigations.
  • Excellent knowledge of fleet and asset management in the Southern African context, preferably with experience of investigations.
  • Good knowledge of data analytics in fleet asset management, including the effective use of tracking systems.
  • Excellent written and oral communication skills in English
  • Solid experience of training individuals and groups, face to face and virtually.
  • Skills in remote management and teambuilding.
  • Good inter-personal and team building experience in a cross-cultural environment
  • Portuguese or French language skills are an asset.
  • Knowledge of humanitarian operations in emergencies, remote and fragile contexts is an asset
  • The role requires the ability and willingness to travel up to 40%
