ADVERTISEMENT: MEMBER OF THE PANEL OF ENVIRONMENTAL EXPERTS (POEs) – Local Expert
The Lesotho Highlands Water Project (LHWP) is a multi‑billion Maloti/Rand bi‑national project established by the 1986 Treaty signed between the Governments of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA). The LHWP includes large‑scale civil engineering, socio‑economic, public health and environmental disciplines.
The Lesotho Highlands Development Authority (the implementing Authority of the LHWP) intends to procure the services of a local external Socio‑Economic and Resettlement Expert to be part of a five (5)-member Panel of Environmental Experts (POEs) for a three (3)-year term.

| Socio‑Economic and Resettlement Expert | To serve as strategic independent quality reviewer. The POE member (with other members) shall conduct comprehensive and independent review of the adequacy, technical quality, suitability and rigour of the technical designs, monitoring methods and reports on social issues. Specifically, the POE member will be responsible for Compensation, Resettlement, livelihoods restoration and improvement programmes and strategies of the LHWP. | a) At least a Master’s degree in socio‑economic and/or livelihood restoration or related specialist field. A PhD or Doctorate degree is an added advantage. b) At least fifteen (15) years of practical experience in planning, scheduling, design of resettlement and livelihoods programmes/projects, implementation, as well as setting up monitoring and evaluation systems within Lesotho and/or the SADC Region. Candidates must have demonstrable knowledge of Lesotho’s norms, heritage, cultural, socio‑economic and livelihoods matters. Candidate must be a Lesotho National. c) Experience in similar assignments (e.g. expert advisor, member of external review panel). To authenticate experience, specific projects, dates and roles must be stated. d) Attach a minimum of three (3) references based on the specific projects mentioned in (c). |
