Background Information

The Government of Lesotho, through the Ministry of Natural Resources, has established a Project Implementation Unit (PIU) to oversee implementation of the Lesotho Lowlands Water Development Project – Phase II (LLWDP‑II).

The main objective of LLWDP‑II is to provide access to Water Supply and Sanitation Services and to improve the reliability and sustainability of water supply in:

  • Zones 2 & 3: Hlotse and Maputsoe (Northern Lesotho)
  • Zones 6 & 7: Mafeteng and Mohale’s Hoek (Southern Lesotho)

The Project Implementation Unit invites suitably qualified Lesotho nationals to apply for the position of Site Engineer (2 positions).


Position: Site Engineer (2)

Job Summary

The Site Engineer will act as a liaison between all stakeholders and facilitate smooth coordination of project activities. The role involves analysis of proposed designs, including bulk water infrastructure such as river intake structures and weirs, to ensure compliance with international standards, regulations, and relevant land use laws.

The incumbent will manage daily on‑site construction activities, ensure adherence to design specifications, budgets, timelines, quality control, and safety regulations, and provide technical support to subcontractors and personnel. The Site Engineer will also participate in the inspection, review, and validation of procurement documents such as specifications, drawings, Bills of Quantities (BOQs), and engineers’ estimates prepared by consultants engaged by the PIU.


Overall Duties and Responsibilities

  • Technical Planning and Surveying:
    Work with the Resident Engineer to oversee setting out, site marking, levelling, surveying activities, and verification of technical drawings.
  • Site Supervision and Quality Control:
    Supervise daily construction activities, inspect works for compliance with standards, and verify material quality.
  • Project Management and Administration:
    Ensure compliance with health, safety, environmental, and legal requirements. Prepare daily site reports, progress reports, and technical documentation.
  • Problem Solving and Coordination:
    Resolve on‑site technical challenges, manage subcontractors, and act as a liaison between designers, managers, and construction teams.
  • Material and Resource Management:
    Assist with tracking materials, minimizing waste, reviewing site layout plans, and ensuring contractors organize equipment as per approved workplans.
  • Reporting:
    Work closely with the Resident Engineer and PIU Civil Engineer to prepare monthly, quarterly, and other progress reports as required. Perform other related duties as assigned.

Job Specification

Applicants must meet the following requirements:

  • Minimum Bachelor’s Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or Construction Management
  • Good command of written and spoken English
  • Minimum of five (5) years’ experience in construction supervision and contract management
  • Experience in at least two (2) successfully implemented similar projects, including supervision of water distribution networks
  • Experience in urban or peri‑urban water reticulation, non‑revenue water reduction projects, and construction of metered yard connections

Reporting

The Site Engineer will report to the PIU Civil Engineer and the Resident Engineer.


Terms of Assignment

Successful candidates will be engaged on a full‑time basis for a maximum period of eighteen (18) months.
