Location: CHAL Secretariat Office, Maseru
Project: Saving Lives and Livelihoods (SLL) under CHAL
Duration: September 2025 – December 2025 (4 months)
Reports to: Deputy Executive Director and Head of Programs


1. Background
The Christian Health Association of Lesotho (CHAL) is a network of faith-based health institutions delivering quality health care services throughout the country, particularly in underserved areas. Established in 1974, CHAL provides about 40% of health care services in Lesotho.

CHAL is currently implementing the Saving Lives and Livelihoods (SLL) Project, funded by the Mastercard Foundation through the Africa Centres for Disease Control and Prevention (Africa CDC). The project aims to strengthen health systems, promote vaccination uptake, and enhance pandemic preparedness and response capacity in Africa.

To ensure effective and timely implementation of project activities and build sustainable systems, CHAL seeks to engage a Short-Term Technical Assistant (STTA) for a period of four (4) months.


2. Objectives of the Assignment
The primary objective of the STTA is to provide strategic and operational support in:

  • Strengthening project management and coordination of the SLL project
  • Designing and implementing a high-level monitoring and evaluation framework
  • Developing and operationalizing a simple and effective data collection and reporting system
  • Facilitating strong collaboration and alignment with the Ministry of Health (MOH)

3. Scope of Work and Responsibilities

A. Project Management

  • Support CHAL in day-to-day project coordination and implementation
  • Review and enhance project implementation plans and timelines
  • Support budget tracking, workplan execution, and milestone monitoring
  • Prepare internal and donor reports (weekly, monthly, quarterly, close-out)
  • Participate in technical working groups and stakeholder meetings

B. Monitoring and Evaluation (M&E)

  • Review and strengthen the current M&E framework
  • Develop tools for performance measurement and data quality assurance
  • Support creation of dashboards and performance tracking systems
  • Build capacity of CHAL and facility staff on data analysis and use
  • Conduct monitoring reviews and contribute to evaluation planning

C. Development of a Data Collection System

  • Design a scalable data collection and reporting system
  • Create SOPs, data flow diagrams, and reporting templates
  • Train facility-level staff on system use
  • Support implementation, testing, and troubleshooting

D. Liaison with the Ministry of Health (MOH)

  • Serve as focal point for CHAL’s engagement with MOH
  • Ensure alignment with national health priorities
  • Participate in MOH-led coordination and technical meetings
  • Share project data and lessons learned
  • Facilitate collaboration for data sharing and joint reporting

5. Duration and Level of Effort
The consultancy will run for 4 months, based at CHAL Headquarters in Maseru, with expected field travel and regular engagement with the Ministry of Health and partner institutions (ACHAP, AMREF, Africa CDC, Lesotho Red Cross, AKROS).


6. Required Qualifications and Experience

6.1 Qualifications

  • Master’s Degree in Public Health, Health Informatics, M&E, Project Management, Economics, Statistics or related field plus at least 8 years of experience (5 at senior level)
    OR
  • BA Degree in related fields plus at least 13 years of experience (5 at senior level)

6.2 Experience

  • Experience in M&E design and data systems development
  • Engagement with Lesotho MOH and public health institutions
  • Knowledge of DHIS2 and health sector coordination in Lesotho
  • Strong communication, facilitation, and analytical skills
  • Proficiency in Microsoft Office, data visualization tools, and basic databases

7. Reporting and Supervision
The STTA will report to the CHAL Deputy Executive Director and Head of Programs, and work closely with the M&E team and SLL focal person. Coordination with MOH officials is expected.


8. Logistics and Support
CHAL will provide office space, access to project documentation, and logistical support for field work and MOH engagement. Remuneration will be based on qualifications and experience.
