THE BANK:

THE COMPLEX:                                                                               

The Bank has Five Regional Development, Integration and Business Delivery Hubs, each run by a Director General: Southern Africa, North Africa, West Africa; East Africa, and Central Africa.

The East Africa Regional Development, Integration and Business Delivery Hub (RDGE) is responsible for the following countries in the Region: South Sudan, Kenya, Sudan, Uganda, Ethiopia, Tanzania, Rwanda, and Burundi.

THE HIRING DEPARTMENT:

The Country Office South Sudan (COSS) of the African Development Bank was established in 2012 to strengthen policy dialogue between the Bank and the Government and other stakeholders; improve the performance of the project portfolio and aid coordination with other development partners. South Sudan invites applications from suitably qualified candidates to fill the Short-Term Staff Operation Team Assistant position. This position is based in Juba, South Sudan, and does not attract international terms and conditions.

THE POSITION:

The Short-Term Staff, Team Assistant (Operations), will be responsible for analyzing operations, as part of his/her duties, to facilitate the work and decision-making of the Country Manager and the work teams in the South Sudan Country Office 

Under the general supervision of the Country Manager of the African Development Bank Office in South Sudan and under the technical guidance of the Country Program Officer, the Team Assistant (Operations) will provide support for the coordination and execution of the Bank’s operations program:

  1. Collect, process, provide, and maintain accurate data on the Bank’s supported operations in South Sudan (new, ongoing, completed, and cancellable loans and grants) and prepare analytical reports and PowerPoint presentations to be used by the Country Office, and Task Managers.
  2. Support the Country Program Officer to follow up on timely loan/grant signing and effectiveness, loan/grant cancellations, preparation of aide memories for supervision reports/project audits/ project completion report, loans repayments by the government, etc.
  3. Report on the accuracy and completeness of corporate systems data (e.g. SAP, BPPS, etc.) regarding the lending programme and portfolio in South Sudan.
  4. Record minutes and prepare reports during meetings related to portfolio management.
  5. Support the Country Office and administrative staff in the preparation of project/program information, drawing on the information kept in the databases.
  6. Monitor requests for funding, no objections, project extension or cancelations, etc received for all projects managed by the Country Office.
  7. Contribute, prepare, and monitor quarterly missions for project Task Managers, participate, and provide logistical support for the implementation of the program of conferences and workshops organized by the Bank in South Sudan.
  8. Contribute to the preparation of notes and activity reports, summaries of meetings, and/or information notes on operations, progress made, and lessons learned, based on project reports, workshops, and information contained in the Bank’s database.
  9. Assist in formatting, desktop publication and multimedia presentation of documents for Board presentation (including the preparation of charts, graphs, etc.) or any other documents as may be deemed necessary.
  10. Perform any other operational support task requested by the Country Manager and the Country Program Officer.

COMPETENCIES (skills, experience, and knowledge):

  1. Hold a bachelor’s degree in program management, business management, public administration, information technology, monitoring and evaluation or a related discipline.
  2. Preferably a minimum with at least four (4) years of relevant experience and working with bilateral/multilateral development organizations is an added advantage.
  3. High integrity and accountability in all aspects of portfolio management and program implementation.
  4. Professional approach: a good grasp of the Bank’s organizational functions and procedures; self-control and commendable personality.
  5. Display a professional experience of at least three (3) years in the areas of project management, the development of work programs and budgets, and information management.
  6. Excellent interpersonal and communication skills, with an ability to diplomatically interact with customers and staff at all levels.
  7. Ability to work as part of a team and provide support to other team members where needed.
  8. Able to work under pressure in a dynamic setting of multicultural setting.
  9. Excellent written and verbal communication in English, understanding of French with a working knowledge of the other language is an added advantage.
  10. Have a good command of the use of standard Microsoft Office applications (Word, advanced Excel, PowerPoint), and/or other integrated document management systems.
  11. Having effective analytical, data analysis, research, and problem-solving skills.
  12. Have a recognized ability to exercise good judgment in interpersonal relations at all levels and in handling confidential information.
  13. Excellent organizational, administrative, and time management skills.
