The Independent Electoral Commission (IEC) invites registered companies and interested individuals for short term hire of vehicles. The database of vehicles will be used for a period of three (3) years.
REQUIRED VEHICLES
- Double cabs 4X4 (2016 model or later).
- SUV’s (2019 model or later).
- Mini buses (15 Seater) (2016 model or later).
- 22 Seater buses (2016 model or later).
- 65 Seater buses (2016 model or later).
- Drop site trucks 6X6 (2016 model or later).
BIDDING DOCUMENT
Tender document is obtainable from Procurement Unit 2nd Floor at MGC Park during working hours from 09:00am to 16:00 hours. Bidders must purchase a copy of tender document at a NON-Refundable fee of M2 200.00 (two thousand, two hundred maloti). The procedure for obtaining the Tender document is as follows: Payment of bid document must be made at 2nd floor MGC Park, Accounts section. The receipt issued must be taken to the office of Procurement where document will be issued.
EVALUATION CRITERIA
OR – Tenderers own current financial statements together with an audit opinion from a qualified independent Auditor.

MANDATORY REQUIREMENTS
- All vehicles should have a fire extinguisher.
- Attach certified copies of registration certificates/blue cards of vehicles.
- Attach certified copies of insurance certificates from insurance companies registered with Central Bank of Lesotho (CBL) not insurance brokers, for all six categories of vehicles (insured with passenger liability).
- Attach copy of vehicle’s owner & driver’s IEC registration card/number.
- Vehicle Owners must specify one district desired for work (application for more than one district will result in disqualification).
- Provided Individual/ Company details form should be filled.
- Attach valid relevant Trading License.
- Attach valid copy of Tax Clearance.
- Attach a certified copy of National ID or Passport of the Owner or Shareholders.
- Attach certified Share Certificate of shareholders from Registrar of companies (NOT COMPANY’S EXTRACT).
N:B
- The owner has to fuel the vehicle and provide driver.
- IEC has a right to deploy vehicles to any district.
- IEC uses plant hire rates from Ministry of Works.
- Vehicles will be hired on a monthly basis.
Sealed bids bearing no identification of the suppliers should be deposited in the tender box at the IEC 2nd Floor MGC On or before 12:30 pm Wednesday 22nd December 2021 and will be opened on the same date at 14:30hours. Envelopes should be clearly marked: “Type of vehicle (e.g. 4×4 double cab) and name of district (e.g. Maseru)”.
