Services provider to conduct a data validation audit for FHI 360 Capacity and Development Support Program OVCY Implementing Partners

FHI 360 is an independent non-profit organization serving in more than 70 countries, committed to resolving critical social problems throughout the world. Its mission is to improve lives in lasting ways by advancing integrated, locally driven solutions for human development. FHI 360 was awarded a ten-year, USAID-funded Capacity Development and Support (CDS) program to develop the organizational management, technical capacity, and sustainability of local non-governmental organizations (NGOs) and South Africa Government (SAG) departments, to sustain an improved, expanded and country-led response to HIV and AIDS. This award includes an Orphans and Vulnerable Children and Youth (OVCY) portfolio which is implemented as a direct service delivery activity by partners (NGOs and CBOs) contracted to and managed by FHI 360 CDS.

As such, FHI 360 seeks to contract service provider to conduct a data validation-based audit on data collected and reported to USAID/PEPFAR relating to the OVC_SERV service package and HIV_STAT indicator cascade, throughout five provinces of South Africa (KwaZulu Natal, Gauteng, Eastern Cape, Free State and Limpopo). This data validation will focus on high performing districts and sub-districts which will be pre-selected for audit.

The overall aim of the data validation audit is to determine the quality of data reported and to assist FHI 360 CDS to establish confidence levels on data reported to USAID as part of its Quarter 3 2021 and July to August 2021 data. High-quality data will be described as that which meets reasonable standards of accuracy/validity, integrity, reliability, and timeliness.  Data will be examined against these criteria and data will be deemed as reportable and of high quality if it represents actual reach and coverage of existing and eligible OVCY under 18 years in three districts in which the OVCY project is implemented. Specifically, the data validation will focus on the numbers of children reported as active against the OVC_SERV and HIV_STAT indicators and on those children reported as living with HIV (CLHIV) against targets set for COP20.   Special attention will be given to data reported during the Q3 (April to June 2021) and July to August 2021 period.

The key focus of this data validation are data collected and recorded in case files and reported to FHI 360 CDS through the CBIMS database.  Individual children case files contain evidence of service provision and HIV status and will be used to determine the eligibility of reported children in the program.  The case files and aggregated data will be used as a basis to validate numbers of children under 18 years, reported as served and active, against data captured in the CBIMS database.  Beyond the paper trail, the service provider is required to establish the actual existence of the reported children as warm bodies enrolled and served as eligible beneficiaries, as part of the OVC program during COP 20. 

The data validation exercise will specifically seek to:

In-depth verifications at the Service Delivery Sites and subdistrict level using innovative virtual data validation methodologies and limited on-site data validation coupled with parallel verifications at the Intermediate Aggregation Levels and the program/project service provider  will be focused at:
Audit and validate numbers and authenticity or existence of children (0-17 years), as warm bodies, reported by implementing Partners through the CBIMS database as OVC_SERV during the Q3, July and August timeframes through virtual and limited on-site data validation methods.
Validate OVC HIV status, specifically CLHIV data reported by the implementing partners at sub-districts and district level as well as at the FHI360 head office level as MER centre, and determine the extent to which these children reported as CLHIV are part of the project and to which they have received direct services during the Q3 and July- August timeframes.
The service provider should have at a minimum the following requirements:
5-10 years’ experience of validating and knowledge of OVCY programs and PEPFAR indicators
Data validation systems, processes, and staff with experience in conducting data validation at the service delivery level
Knowledge of PEPFAR indicators and reporting requirements
Experience in writing data quality assessment reports.
Ability to work under pressure and commitment to work to a tight time frame.
Proven project management skills and ability to work independently
Good communication skills (Excellent and concise writing skills).
