Request for Proposal for Engagement of a Service Provider to Conduct the Stigma Index Study and Advocacy Plan

Introduction and Background

The Ministry of Finance and Development Planning – Project Management Unit (MOFDP-PMU), as the Principal Recipient of Global Fund grants in Lesotho, has received grants to support the fight against HIV/AIDS and Tuberculosis.

Some of the funds will be used to implement the Stigma Index Study and the Advocacy Plan.

Purpose of the RFP

The purpose of this Request for Proposal (RFP) MOFDP/PMU/G7/SR/SI-1-2026 is to solicit proposals from locally registered organisations that are constituted as a network of People Living with HIV to conduct the Stigma Index Study and to develop the Advocacy Plan.

Objective of the Assignment

The objective of the assignment is to:

  • Conduct research
  • Document the experiences of people living with HIV regarding stigma and discrimination
  • Develop an advocacy plan

Selection Process

The proposer will be selected in accordance with the Public Procurement Act 2023 and the procedures described in the RFP.

Compliance Conditions to the Request for Proposal

It is mandatory for proposers to submit the following documents with their Technical Proposal to demonstrate compliance with all the laws of the Kingdom of Lesotho.

Failure to submit these mandatory documents shall result in disqualification of a proposal.

  • 3.1 Signed Technical Proposal submission form
  • 3.2 Signed Financial Proposal submission form
  • 3.3 Valid Certificate of Registration of the organisation, including Articles of Incorporation or equivalent document proving legal registration in Lesotho
  • 3.4 Valid Tax Clearance Certificate
  • 3.5 Power of Attorney of Approved Signatory for this RFP
  • 3.6 Members of the Governing Board and their designations, duly certified
  • 3.7 Organisational Chart/Structure
  • 3.8 Information regarding any past and current litigation during the last five (5) years, including parties concerned, the subject of litigation, amounts involved, and final resolution (if concluded)
  • 3.9 Organisational Profile (not exceeding 3 pages)

Submission Requirements

This is a two-container/two-envelope submission system:

  • Technical Proposal Envelope:
    • One (1) original
    • Three (3) hard copies
    • Soft copy on a memory stick
    • Clearly labelled: “Technical Proposal”
  • Financial Proposal Envelope:
    • One (1) original
    • Three (3) hard copies
    • Soft copy of the budget in editable Excel format on a memory stick
    • Clearly labelled: “Financial Proposal – Do not open with Technical Proposal”

Both envelopes must be placed in one outer envelope/container:

  • Must bear no identification of the proposer
  • Clearly marked:
    “Proposal to be Service Provider to Conduct Stigma Index Study and Advocacy Plan”

Late submissions shall not be accepted. MOFDP-PMU will not consider any proposal received after the submission deadline.

It is the responsibility of the service provider to ensure that proposals are delivered to the correct address on time.

Additional Information

  • PMU reserves the right to reject any or all proposals.
  • PMU is not bound to award the contract to the proposer with the lowest budget.
  • MOFDP-PMU may cancel the process at any time due to unforeseen circumstances beyond its control.
