PROJECT BACKGROUND:
The USAID Africa Trade and Investment (ATI) program is designed to bolster the U.S. Government’s ability to boost trade and investment to, from, and within the African continent. The continent-wide program is USAID’s flagship effort in support of the Prosper Africa initiative and will expand and accelerate two-way trade and investment between African nations and the United States.

Driven by market demand, ATI embraces innovative approaches to achieve its goals. ATI is designed as a small, core set of centrally coordinated technical and institutional support activities, and a large, flexible performance-based subcontracting and grants under contract facility designed to support the needs and opportunities that USAID Missions and the private sector identify.

ROLE’S PURPOSE:

The Sr. Technical Director – U.S. will lead the implementation of ATI’s U.S.-based activities to leverage, cultivate, and support relationships with key stakeholders with the US Government (including USAID, the White House, the State Department, US Department of Commerce, DFC, USTR, USDTA, SBA, Treasury, USDA/FAS, and the US-African Development Foundation); US associations and NGOs (such as the US Chamber of Commerce, Corporate Council on Africa); US corporations, capital providers, and potential partners. This role will work collaboratively and in conjunction with the Sr. Technical Director – Africa to coordinate and lead all ATI technical activities, overseeing development of technical tools and approaches, and ensuring adoption of ATI innovations and best practices across all regional teams. The Sr. Technical Director – U.S. will oversee and manage the communication team, ensuring ATI supports timely and responsive communications and information support for the Prosper Africa Secretariat, USAID/Africa and Middle East Bureaus.

This is a Key Personnel position based in the U.S. and reports to the ATI Deputy Chief of Party.

KEY DUTIES AND RESPONSIBILITIES:

  • With the Chief of Party and Sr. Technical Director – Africa, develops and leads ATI’s partnerships strategy and priorities, with a focus on US partner outreach and engagement.
  • In daily collaboration with the Sr. Technical Director – Africa, ensures Prosper Africa Secretariat has the technical, logistical and administrative support to assist in tracking, managing, and implementing the Prosper Africa Initiative both in Washington and the field.
  • Leads annual workplanning and activity design; supports buy-in development and scoping based on effective models to maximize impact; leads strategies to engage new and under-utilized partners; and ensures compliant activity implementation.
  • Identify and develop priority partnerships to create synergies between ATI and other ongoing trade- and investment-related activities in Africa, in close collaboration with the Sr. Technical Director – Africa, EDT Lead, and Regional Directors
  • Serve as the senior U.S. representative for ATI in meetings with officials from USAID, other USG agencies and partners, governments, corporations, capital partners, and other key stakeholders
  • Manage the U.S-based Communications, and other U.S. staff as necessary.
  • Develop strategies to incorporate and achieve U.S. Government strategic priorities, including but not limited to: Climate, diaspora engagement, gender equity, digital, and healthcare.
  • Develop strategies to target marginalized communities, both socially and economically, including women, youth, and persons with disabilities.

QUALIFICATIONS:

  • Master’s degree and 10 years of experience, or a bachelor’s degree and 15 years of experience.
  • Minimum 7 years of experience working to develop and maintain strategic partnerships with U.S. government agencies to enhance trade and investment promotion coordination.
  • Expertise providing targeted advisory assistance to the high-profile USG strategic priorities, demonstrating the acumen and awareness to work effectively in a deadline-driven and highly nuanced political environment.
  • Experience and knowledge of trade and investment issues and how they link to US Government priorities, with the ability to identify trends and strategically adapt activities to improve impact.
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage relationships at the highest levels of government.
  • Demonstrated ability to motivate and lead a dynamic team of professionals across large geographies.

Compensation & Benefits

For employees working in the United States, the full-time equivalent annual base salary for this position is expected to be between $165,000 – $195,000

Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S.-based employees will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, and parental leave, as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

For employees working outside of the United States, compensation and benefits will vary based on location.
