We are currently seeking qualified candidates for the position of Senior Technical Advisor for the EpiC project in Lesotho. The position will be based in Maseru, Lesotho.

EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Job Description

The Senior Technical Advisor will be the technical lead for the EpiC Lesotho project. Reporting to the Project Director, the Senior Technical Advisor will oversee and coordinate prevention, care and treatment activities and community engagement activities for the EpiC project in Lesotho. They will be the lead technical expert responsible for all activities to increase uptake and improve quality of HIV/AIDS prevention, care and treatment services. They will lead efforts to strengthen prevention, care and treatment with all implementing partners and build their capacity to provide comprehensive services and expand services to new geographic locations, within expanding networks, and reach new target groups. They will be responsible for production of timely and accurate technical reports to FHI 360 and USAID as required and provide technical inputs on program reports and presentations and responses to technical requests from FHI 360, USAID, MOH and other stakeholders. They will represent the project at key technical forums in country and present project updates as required.

Position Description:

  • Provides TA and capacity building including support for the overall design, implementation, and monitoring and evaluation of the HIV prevention, care, and treatment activities for the EpiC KP program in Lesotho.
  • Works with implementing partners to increase coverage for HIV testing uptake and case-finding among KP/PPs and especially highest-risk, underserved populations.
  • Support implementing partners with expansion and reach to new locations, within expanding social/sexual networks, and target groups including prison inmates and People Who Inject Drugs (PWIDs).
  • Provides HIV care and treatment related technical and management support to implementing partners to strengthen case management services, ensure ART initiation and strengthen viral load suppression through innovative, evidence-based programming.
  • Provides technical oversight and support into a range of other earmarked services including TB, Cervical Cancer, STIs, GBV, IPV, Stigma and Discrimination, Human Rights, and psycho-social/mental health services.
  • Works with the Strategic Information team to monitor and evaluate the progress and impact of HIV interventions, track programmatic performance by KP cascade and design and implement corrective actions where interventions and strategies do not deliver the anticipated outcomes.
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Contributes to work plan activities; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high-quality services; ensure appropriate program monitoring and reporting.
  • Supports the EpiC Lesotho Project Director to ensure collaboration and coordination with the Ministry of Health, USAID and other key country stakeholders by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design, evaluation and implementation of interventions.
  • Remains informed on current state-of-the-art programs in the HIV/AIDS care and treatment field with focus on Key Populations and priority populations associated with KP.
  • Coordinates preparation, review/approvals process, and submission of materials on behalf of EpiC Lesotho for presentation at academic conferences and/or publication.
  • Develops technical guidance, tools and materials related to KP/PP programming.Minimum Qualifications:
    • Masters level degree in Public Health or related field or equivalent.
    • At least 8 years of demonstrated key population group technical expertise, with substantial HIV prevention, care, and treatment experience with female sex workers, and/or men who have sex with men, transgender individuals and people who inject drugs.
    • At least 5 -8 years or more of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups.
    • Familiarity with Lesotho HIV/AIDS/public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) is required.
    • Previous experience working with USAID or PEPFAR-supported programs and KP-led organizations, including familiarity with USAID M&E reporting requirements required.
    • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
    • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
    • Ability to work collaboratively, productively and sensitively within a multidisciplinary, multicultural environment.
    • Excellent interpersonal, writing, and oral presentation skills in English.
    • Well-developed computer skillsThe position will ideally be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals.
