Higher Education and Training Health Wellness and Development Centre invites applications for the position of Senior Technical Advisor based at the Centurion.

Job summary

The Senior Technical Advisor (STA) provides technical support to the Global Fund projects and activities. S/he will provide technical support and leadership to ensure quality design, implementation and local capacity development for programming. Furthermore, the STA participates in the provision of technical assistance activities aimed at strengthening Higher Health programs and services. S/he supports DoP and operations teams in the design and implementation of technical activities ensuring their adequate contribution to program results.

S/he will manage the overall management of Mobile Health Services for Higher Health, providing basic primary health care services across 8 provinces. The STA will be responsible for managing staff (Registered Nurses, Auxiliary Nurses and Campus Healthcare Workers) assigned to the mobile clinic/roving team and oversee implementation of services offered. This position reports to the Director of Programmes.

Requirements
Nursing Degree or Diploma and current Registration with the South African Nursing Council (SANC)
Advanced computer literacy, including MS Office Package
Minimum 10 years’ experience in public health with a focus on adolescents and young people.
Experience working in NGO sector will be an added advantage
Knowledge and experience of clinical mobile fleet management
Knowledge and experience in stock management
Knowledge and experience navigating provincial and district health structures
Knowledge and experience on SRH, HIV testing, HIV prevention and management, ART, PrEP and PEP initiation and management; STIs, COVID-19 and related services
High level of confidentiality
Flexible working hours (some work over weekends may as required)
Excellent verbal, written and interpersonal communication skills
Excellent Computer literacy skills
Duties & Responsibilities include but not limited to:
Project Management
Succinctly communicate complex program interventions and rationales across programs
Participate in the design and implementation of Higher Health programs, and the development of tools and implementation of data analysis plans; assist in data interpretation and technical activity reporting.
Support DoP on tracking and monitoring activities implementation, completion of deliverables and resource allocation, and tools and systems.
Participate in the review of designated program documentation and activities ensuring quality of program deliverables.
Participate in the development of communication materials, presentations, articles, concept papers, abstracts, and posters in the context of knowledge management and participate in the presentation of these interventions to various audiences and forums.
Provide writing and analytical assistance as needed to produce regular reports, special thematic reports and/or technical briefs documents aimed for reporting and  publication.
Attend technical and brown bag informational meetings when required and prepare related briefs for senior technical staff. Also, work occasionally with DoP  for developing Higher Health proposals and new  projects as needed
In close collaboration with the project management team, coordinate and lead the operationalisation of the mobile fleet to provide quality, integrated clinical services.
In close liaison with provincial coordinators, manage outreach plans and mobile timetable for service delivery of COVID-19, HIV/TB/STI, SRH including pregnancy and contraception, Gender Based Violence, Mental Health, Substance abuse, programmes at campuses.
Develop and implement a system for mobile clinic visits to campuses and clients.
Ensure clinical services are provided as per DOH policies and guidelines.
Monitor the quality-of-service delivery, and where required, engage in quality improvement activities for service delivery.
Participate in the development and review of tools, job aids and other resources to support clinical staff.
Ensure the clinical components of service delivery are recorded, provide oversight for data quality of the nurses, in compliance with M&E reporting requirements.
Ensure programme data collected in the field is correct and timeously reported to M&E. Contribute to project reports on the clinical service delivery, as requested by project management.
Organisational liaison person with the respective provincial DoH offices
Monitoring and evaluation of programme targets.

Management of Nursing staff & Mentorship
Provide supervision and support of the clinical staff (Professional Nurses).
Oversight over CHWs who provide HIV testing counselling and report to the professional nurses in terms of quality of care.
Contribute to team development, in collaboration with project team.
Responsible for performance management of clinical staff.
Promote harmony, teamwork and sharing of information.
Prioritise the identification of training needs of nurses and CHWs.
Arrange both off -site and on the job training to ensure skills transfer and competency.

Stock management and control and stock ordering
Oversight of quality assurance and standards in the mobile clinic according to universal health precautions
Development and maintenance of supply chain MOUs, SLAs, SOPs in line with relevant DoH offices.
Management of medicines procurement and storage as per good pharmacy practice/DOH guidelines.
Oversight of the mobile clinic stock management process and inventory.

Salary for the position is market related.
