Maternal, Adolescent & Child Health Institute (MatCH) is a non-profit organization supporting public sector health services. MatCH implements donor funded projects to improve HIV and TB outcomes through providing technical assistance and direct service delivery support. MatCH Institute NPC is looking to fill the following Position

Main Purpose of the Job

This is a senior position to provide strategic direction and support, technical guidance, leadership and management across HIV and TB-related programmes and clinical services.

Key Performance Areas:
Align and evaluate programme key performance areas against the Organisational goals and objectives
Review policies, protocols, and SOPs for given programmes and ensure adherence
Provide technical assistance to programmes and external stakeholders as relevant
Support teams in the design and implementation of programme interventions and strengthening of all components of current programmes
Coordinate the successful implementation of programme activities to ensure that the programmes meet set targets in accordance with national and PEPFAR standards
Support Programme Managers and the programme team by continuous monitoring and oversight of annual work and performance plans
Consult on and support monitoring and evaluation activities to document the outcomes and impact of MatCH programmes, as well as in the identification of priority research and evaluation questions
Maintain on-going collaborations, participation in technical forums, and regular communications with stakeholders as relevant
Provide or facilitate technical leadership to programmes in the areas of HIV/TB service delivery, task shifting and programme implementation
Help to maximise the impact of local delivery of HIV/TB services through effective communication of knowledge, skills and learning across relevant networks and communities of practice
Support teams and programme managers in the delivery of project plans, managing multiple work streams, allocating tasks as appropriate, identifying risks, issues, and dependencies, considering best practices
Engage with relevant stakeholders (including from Districts and national government, the voluntary and community sector as appropriate)

Contribute to the strategic planning of the programme and its projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary
Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with business priorities
Analyse, interpret, and present data to highlight issues, risks and support decision making.
Contribute to the production of timely and accurate reports to donors on the progress of the programmes
Support new funding opportunities, including concept development, technical writing, and technical review of new proposals
Required minimum education and training
MBCHB and Post Graduate qualification in health management and/or public health-oriented field, epidemiology, and health informatics or related social science from an accredited institution
Valid registration with the HPCSA
Valid driver’s license and own transport
Minimum work experience
Minimum of 8 years public sector experience, including in a senior management role
Experience providing management and/or operations guidance to health programmes
Experience in program planning, management, and implementation, including experience with HIV/AIDS/TB/COVID-19 programmes
Experience of working in a donor funded environment, especially PEPFAR
Desirable additional education, work experience and personal abilities
Post graduate qualification in Public Health, Health Policy, Health services management, or related field
Risk management and clinical governance skills
High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyse
Clinical expertise and experience managing complex projects
Knowledge of Department of Health systems and structures including familiarity with policies, programme priorities and regulations
Fluency in one or more national South African languages
Exceptional strategic thinking and an ability to analyse and synthesize data from a range of sources
Exceptional interpersonal skills with a strong ability to develop beneficial relationships and networks to achieve results
Excellent communication and writing skills
Ability to manage multiple priorities and projects while working as part of a team; Conflict handling, decision making, strong negotiation skills and resilience
Travel to MatCH supported districts will be required
