Job Summary
Under the supervision of the Tariff Investigation Manager, the Senior Tariff Investigation Officer leads complex investigations into the classification and valuation of imported and exported goods to ensure compliance with national, regional, and international tariff regulations. The role includes providing expert advice, managing investigation teams, and engaging with stakeholders across government, industry, and international bodies.
Key Responsibilities
1. Tariff Investigations
- Lead investigations into potential tariff changes
- Ensure completeness of applications for customs duty changes
- Solicit public comments when warranted
- Develop case reports with findings and recommendations for SACU tariff board
- Communicate decisions to applicants
2. Valuation of Goods
- Determine accurate monetary value of imports and exports
- Ensure compliance with national, SACU, SADC, AfCFTA, and WTO regulations
- Liaise with RSL to ensure proper use of HS codes
3. Guideline Development
- Identify gaps in existing tariff instrument guidelines
- Review and recommend updates to guidelines
- Disseminate changes to stakeholders
4. Trade Agreement Compliance
- Conduct industry-specific research to inform trade policy
- Provide policy briefs and recommendations on Lesotho’s tariff positions
- Identify support areas for industrial development
- Represent the section in meetings on customs and trade issues
5. Supervision and Staff Development
- Coordinate development of individual work plans
- Lead operational planning and budgeting
- Conduct staff performance appraisals
- Prepare training and development plans
- Manage disciplinary processes
Job Specifications
Minimum Qualifications (any one of the following):
- Master’s Degree in Economics, Development Studies, International Trade, or related field + 3 years relevant experience
- Postgraduate Diploma in the same fields + 4 years relevant experience
- Bachelor’s Degree in the same fields + 5 years relevant experience
Added Advantage: Experience in data analysis strategies and familiarity with WTO, SACU, SADC, and other relevant trade agreements.
