SUMMARY:
The purpose of this job is to work with the Finance Manager to maintain financial accounting systems to ensure proper management of project funds by local partners, in accordance with donor and PSI Lesotho guidelines and Lesotho Laws. Specifically, this position works directly with sub-grant partners and performs regular monitoring and review of sub recipient financial documents including compliance thereof.
This position is based in Maseru; reports to the Finance Manager. RESPONSIBILITIES
Lead the monitoring of sub-awardee activities and their expenditures against budget alignments;
Ensure internal compliance of Sub Award Management ensuring the use of all required tools
Reconcile actual expenditures against advance payments;
Reviews financial reports and forecasts from sub-awardees ensuring adherence to sub-awardees budget allocations and contractual obligation with program leads to ensure that financial and programmatic data aligned;
Track spending and review sub-recipient burn rates against sub agreement terms and contractual obligations;
Review the adequacy, efficiency and efficacy of the sub award systems established to ensure compliance with policies, plans, procedures, laws and regulations and establishing whether partners are in compliance;
Ensure programs team correctly and consistently review financial reports and that there is a documented correlation between sub-recipient financial expenditures and sub recipient programmatic reporting;
Monitor and review local partner’s expenditure against budget to ensure that expenses are charged to relevant budget lines and that there are no over-expenditures;
Coordinate monthly reporting process from sub awardees and joint programmatic and financial report reviews, ensuring that costs incurred are in line with the progress on delivery and implementation, and budget variances explanations are provided;
Provide sub award internal spot checks on accounting documents provided by finance and operations department reviewing the reliability and integrity of financial information.
Conduct regular sub award site visits/evaluations to verify adherence to contract terms and gauge internal control systems to obtain confidence in the reports submitted by PSI;
Process all the closeout requirements for local partner per donor rules and regulations and PSI policies and procedure;
Ensure programmatic, financial and operational compliance of PSI sub awardees;
Track and analyze relevant sub awardees performance on the basis of the performance framework provided by PSI donor, making recommendations to improve performance and compliance
Ensures that sub awards management filling systems are properly maintained at all levels in accordance with PSI sub-awards guide.
EDUCATIONAL QUALIFICATIONS AND WORK EXPERIENCE:
Bachelor’s degree in Accounting or Finance
Minimum 5+ years professional experience in Grants Management
Ability to work in a fast-paced team environment, with strong analytical/problem solving capabilities
Strong working knowledge of USAID, CDC and USG Regulations
Strong financial management skills.
