TITLE:    Senior Strategic Information and Evaluation Advisor

LOCATION: Head Office, Based in Maseru, Lesotho with travel to the districts (up to 30% of total time)

REPORTS TO:  Associate Director Strategic Information and Evaluation

Key responsibility

Reporting to the Associate Director Strategic Information and Evaluation, the Senior Strategic Information and Evaluation Advisor, supports the MOH Disease Control Department and Planning Department with HIV and TB programs strategic information and evaluation activities. The incumbent will be responsible for, but not limited to the following.

Essential Duties & Responsibilities

  • Providing technical support to the MOH to strengthen monitoring and evaluation of the HIV and TB programs in Lesotho. This will entail supporting the National HIV and TB Programs to strengthen mechanisms to capture data, data management, data analysis, data quality assurance, data dissemination and reporting at all levels;
  • Providing technical support to the MOH to strengthen use of the Electronic Register (eRegister) at the site, district and national levels;
  •  Provide support to health centers and to hospitals to strengthen the paper based, patient level data collection as well as transition to eRegister where necessary.
  • Ensuring that high quality HIV, TB and TB/HIV data are available for the MOH and its partners to meet reporting requirements and within the set deadlines;
  • Ensure that reporting timelines for quarterly, monthly, weekly and daily data reporting are met.
  •  Prepare data for DATIM data validation, monthly and quarterly reviews
  • Advocating for, and promoting the use of HIV and TB/HIV strategic information in reviewing the programs’ progress, assessing quality of service delivery, informing programming and decision making;
  • Participating in operational research related to HIV and TB undertaken by the department and/or the implementing partner;
  • Organizing and participating in periodic data verification exercises of the HIV and TB program data;
  •  Plan and facilitate in training of Local Implementing Partners
  • Participate in the MOH periodic supervision activities to the districts.
  • Participating in the MOH’s HIV and TB/HIV trainings and TWG meetings;
  • Carry out other duties and responsibilities as assigned.

Requirements

  • A Master’s degree in Statistics or Demography OR Degree in Statistics & Demography/Public Health
  • A minimum of 5 years practical experience in data collection, compilation, analysis and interpretation.
  • Experience in the Lesotho health systems, particularly HIV and TB systems

Skills knowledge and abilities

  •  Excellent knowledge of Lesotho health information system required
  • Previous experience working with the MOH is advantageous
  •  Previous experience working with the DATIM or DHIS2 is advantageous
  • Ability and experience delivering training to participants who do not have a strong IT background;
  • Proven record of supervision in the field of M&E
  • Excellent interpersonal, facilitation, communication skills and team working skills preferred;
  • Must be willing to travel 30% of the time throughout Lesotho.
