JOB SUMMARY

Under the general supervision of the Chief Statistician, the incumbent will be responsible for the implementation of sectional and divisional activities, management of statistical information, supervision of sectional staff, training and development of staff, and preparation and management of the sectional budget.

MAIN DUTIES

1. Implementation of Sectional and Divisional Activities

1.1 Collaborates with other divisions to ensure consistency and integration of data related to the Socio-Economic Statistics division.
1.2 Develops and implements work plans for Socio-Economic Statistics data collection, analysis, and dissemination activities.
1.3 Oversees the allocation of tasks and resources to ensure timely completion of assigned projects.
1.4 Monitors progress of divisional activities related to Socio-Economic Statistics and identifies and addresses potential delays or issues.
1.5 Participates in inter-divisional meetings to discuss data requirements, methodologies, and dissemination strategies.
1.6 Distributes enumeration areas among data collectors for censuses and surveys, ensuring fairness and maximizing data collection coverage.
1.7 Supervises data collection related to Socio-Economic Statistics by spot and post-checking to ensure required standards and coverage are met.
1.8 Produces progress reports to facilitate informed decision-making by management.

2. Management of Statistical Information

2.1 Advocates for the use of international standards and manuals (ISIC Rev4, ISCO 2008, ISCED 11, etc.) in Labour Force Survey, Education, and Judiciary Statistics data collection and compilation.
2.2 Ensures implementation of International Conference of Labour Statisticians (ICLS) resolutions during Labour Force Survey design, data collection, compilation, and analysis.
2.3 Develops and implements methodologies for data collection, estimation, and analysis that are accurate, reliable, and efficient for the division.
2.4 Oversees quality assurance processes for Labour Market, Education, and Judiciary Statistics, including data validation exercises.
2.5 Identifies and addresses data gaps in Education and Judiciary Statistics.
2.6 Leads the development and maintenance of statistical databases for Labour, Education, and Judiciary sections.
2.7 Processes complex data for analysis and statistical modelling.
2.8 Checks Labour, Education, Correctional, and Crime reports for inconsistencies to ensure validity and accuracy.

3. Supervision of Sectional Staff

3.1 Provides leadership and guidance to staff working on Socio-Economic Statistics.
3.2 Draws the annual work plan for designated sections to ensure proper implementation of sectional activities.
3.3 Delegates tasks and responsibilities based on staff strengths and expertise.
3.4 Conducts regular performance reviews for staff in the division.
3.5 Identifies training needs for staff and develops training plans to enhance their skills and knowledge in Labour, Education, and Judiciary Statistics.
3.6 Fosters a collaborative and supportive work environment within the division.

4. Training and Development of Staff

4.1 Conducts or arranges training sessions on relevant topics related to Labour, Education, and Judiciary Statistics methodologies, data analysis techniques, and statistical software.
4.2 Encourages staff participation in workshops, conferences, and professional development opportunities.
4.3 Stays updated on the latest advancements in Socio-Economic Statistical methodologies and ensures staff awareness of these developments.
4.4 Monitors implementation of training plans to ensure alignment with departmental priorities.
4.5 Identifies opportunities for staff to mentor junior colleagues and share their expertise.

5. Preparation and Management of Sectional Budget

5.1 Develops annual budget proposals for Education, Judiciary, and Labour sections, outlining resource requirements for data collection, analysis, and dissemination activities.
5.2 Justifies budget requests based on planned activities and expected outcomes.
5.3 Monitors budget expenditures and identifies cost-saving measures when necessary.
5.4 Secures necessary resources (financial, technological, human) to support statistical programs.
5.5 Prepares reports on budget utilization for the Socio-Economic Division.

COMPENSABLE FACTORS

Education and Training

  • Master’s Degree in Statistics, Economics, Demography, or Agricultural Economics with at least 2 years of experience in Labour Market and Socio-Economic Statistics.
    OR
  • Bachelor’s Degree in Statistics, Economics, Demography, or Agricultural Economics with at least 5 years of experience in Labour Market and Socio-Economic Statistics.

Experience

  • Proven experience in statistical data collection, ISIC Rev 4 and ISCO 2008 Coding, analysis, and dissemination of Labour Market and Socio-Economic statistics.
  • Strong understanding of ICLS 19th, 20th, and 21st ISCED 11 Resolutions for Labour Market Statistics.
  • Proficiency in statistical software packages and data analysis tools (e.g., STATA, SPSS).
  • Experience in supervising and mentoring staff in Labour Market and Socio-Economic statistics.
  • Strong analytical and problem-solving skills.

Additional Desirable Skills

  • Experience in presenting statistical information in a clear and concise manner for various audiences.
  • Knowledge of relevant national statistical frameworks and data confidentiality regulations.
