JOB SUMMARY

Under the general supervision of the Chief Statistician, the incumbent will be responsible for implementation and supervision of sectional and divisional activities; management of statistical information; supervision, training and development of sectional staff; and preparation and management of the sectional budget.

MAIN DUTIES

  1. Implementation of Sectional and Divisional Activities
    1.1 Collaborates with other divisions to ensure consistency and integration of data related to Socio-Economic Statistics.
    1.2 Develops and implements work plans for Socio-Economic Statistics data collection, analysis, and dissemination.
    1.3 Oversees task allocation and resource distribution to ensure timely completion of projects.
    1.4 Monitors progress of activities and addresses any potential delays or issues.
    1.5 Participates in inter-divisional meetings to discuss data needs, methodologies, and dissemination strategies.
    1.6 Distributes enumeration areas among data collectors for censuses and surveys to ensure fairness and coverage.
    1.7 Supervises data collection through spot and post-checking to ensure standards and coverage are met.
    1.8 Produces progress reports to support decision-making by management.
  2. Management of Statistical Information
    2.1 Advocates for the use of international standards (e.g., ISIC Rev.4, ISCO 2008, ISCED 11) in Labour Force, Education, and Judiciary Statistics.
    2.2 Ensures implementation of ICLS resolutions in survey design, data collection, and analysis.
    2.3 Develops and implements reliable and efficient methodologies for data collection, estimation, and analysis.
    2.4 Oversees quality assurance processes including data validation.
    2.5 Identifies and addresses data gaps in Education and Judiciary Statistics.
    2.6 Leads the development and maintenance of statistical databases for Labour, Education, and Judiciary sections.
    2.7 Processes complex data for analysis and modelling.
    2.8 Checks reports for inconsistencies to ensure validity and accuracy.
  3. Supervision of Sectional Staff
    3.1 Provides leadership and guidance to staff working on Socio-Economic Statistics.
    3.2 Develops annual work plans for designated sections.
    3.3 Delegates tasks based on staff expertise.
    3.4 Conducts regular performance reviews.
    3.5 Identifies training needs and develops training plans.
    3.6 Fosters a collaborative and supportive work environment.
  4. Training and Development of Staff
    4.1 Conducts or arranges training on Labour, Education, and Judiciary Statistics methodologies, data analysis, and software.
    4.2 Encourages staff participation in workshops and professional development opportunities.
    4.3 Keeps updated on latest methodologies and ensures staff awareness.
    4.4 Monitors training implementation to align with departmental priorities.
    4.5 Identifies mentoring opportunities to transfer expertise.
  5. Preparation and Management of Sectional Budget
    5.1 Develops annual budget proposals outlining resource needs for Education, Judiciary, and Labour sections.
    5.2 Justifies budget requests based on activities and expected outcomes.
    5.3 Monitors expenditures and identifies cost-saving measures.
    5.4 Secures resources to support programme execution.
    5.5 Prepares budget utilisation reports for the Socio-Economic Division.

COMPENSABLE FACTORS

Education and Training

  • Master’s Degree in Statistics with at least two (2) years’ experience in Labour Market and Socio-Economic Statistics
    OR
  • Honours Degree in Statistics with at least three (3) years’ experience in Labour Market and Socio-Economic Statistics
    OR
  • Bachelor’s Degree in Statistics with at least five (5) years’ experience in Labour Market and Socio-Economic Statistics
    Note: Serving officers with qualifications in Economics and extensive experience in Labour Market and Socio-Economic Statistics will be considered.

Experience and Skills

  • Proven experience in statistical data collection, analysis, coding (ISIC Rev.4, ISCO 2008), and dissemination
  • Strong understanding of ICLS 19th, 20th, and 21st Resolutions; ISCED 11
  • Proficiency in statistical software (e.g., STATA, SPSS)
  • Experience in staff supervision and mentoring
  • Analytical and problem-solving skills
  • Ability to present statistical information clearly for various audiences
  • Knowledge of national statistical frameworks and data confidentiality policies

Additional Knowledge

  • Appreciation of basic public administration and finance principles
  • Knowledge of Public Service Regulations, Code of Conduct, Financial and Stores Regulations
  • Computer literacy

RESPONSIBILITIES

  • For Work of Others: Supervises a number of Statisticians
  • For Property: Responsible for equipment and material allocated to the section
  • For Effect of Errors: Liable for errors committed by supervisees
  • For Safety of Others: This factor is considered highly relevant
  • Complexity: This role involves considerable complexity
