We have an excellent opportunity for a Senior Research Officer (Commonwealth Cyber Programme) to join our Rule of Law section within our Governance and Peace Directorate.
The Senior Research Officer will undertake authoritative research that informs and influences policy and practice, in particular to support the building by Commonwealth member countries of effective anti-cybercrime frameworks, and the adoption by Commonwealth member countries of strategic plans to enable the effective prevention and reduction of the amount of, and harm caused by, cybercrime. The pst-holder will also be involved in the effective investigation and bringing to justice of cybercrime suspects, and the protection and safeguarding of victims of cybercrime.
The post-holder will undertake work around research and publications, contribute to strategies, approaches and projects designed to address the problem of cybercrime in the Commonwealth, manage key stakeholder engagement, and be involved with project implementation and management.
To be considered, you will need to be qualified to practice law in a Commonwealth jurisdiction. You will also need to have a master’s degree with specialisation in cybercrime and/or cybersecurity law from a recognised university. A PhD will be a distinct advantage.
With at least 5 years’ post-qualification experience in private legal practice, academia, government or inter-governmental bodies or non-governmental organisations, you will need to have an In-depth knowledge of the principles of cybercrime law, electronic evidence, electronic transactions contract law, and access to information/data protection principles in a domestic jurisdiction of a Commonwealth member country, and an understanding of public international law including international administrative law.
You will also need to have experience of undertaking qualitative and quantitative research, which has had impact on policy and/or practice and of analysing data sets; evidence of ability to grasp complex concepts and debates quickly and to engage with these effectively through research; experience of undertaking research interviews/organising or running focus groups and of delivering training courses/programmes; and experience or strong understanding of peer or participatory research methods and of using systems analysis and mapping to develop and implement theories of change.
Excellent communications and interpersonal skills, organisational and IT skills are also required.
