Purpose of the Position:
The Senior Programs Officer (SPO) will provide strategic support to the Grants and Acquisition Management (GAM) department. The SPO will take a primary role in coordinating funding acquisition through proposal and concept note writing, working closely with the GAM Manager and Technical Programme Managers. The SPO will work closely with the Operations team to ensure that all grants projects are designed, implemented, monitored, and evaluated according to donor requirements, specifications, and the organization’s internal policies, while providing support for donor engagement and stakeholder relationship building. The SPO will be supervised by the GAM Manager.
MAJOR RESPONSIBILITIES
Grant Management 25%
Coordinate with all grant and private non sponsorship project managers or coordinators on a regular basis to ensure grant compliance.
Hold monthly monitoring and reporting (MMR) meetings with grant project staff to monitoring burn rates, and implementation progress.
Support Project Manager / Coordinators to monitor allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation as well as the budget monitoring.
Resource Acquisition 35%
Serve as the “proposal manager”, leading the process for concept note and proposal submission. Lead the development of the Go No-Go template, the proposal calendar and development of drafts.
Support the pre-proposal process, including identification of partners, proposal development and post-submission.
Ensure smooth coordination of all proposal development efforts for the national office.
Oversee the research process and the development process of new proposals in close coordination with related Technical Managers in order to ensure high quality proposals that meet the requirements of the donors.
Support funding pipeline monitoring, keeping abreast of projected funding opportunities from targeted donors.
Local Resource Mobilization 5%
Support local acquisition initiatives, including development and execution of local fundraising events.
Support identification of local private companies and corporations with corporate social responsibility interest and subsequent meetings or conversations about collaboration.
Reporting Oversight and Compliance 15%
Review Project monthly, quarterly, semi-annual, annual and end-of-project narrative reports to ensure quality and compliance of donor requirements.
Establish and oversee the periodic review of implementation plans and design documents to ensure contractual obligations are met.
Ensure the fulfilment of project visibility and donor branding requirements.
Representation and Stakeholder Engagement 10%
Serve as a back-up to the GAM Manager for representation and stakeholder engagement.
Represent the organization as needed, at networking events with private sector companies, professional organizations and universities to contribute to improvement of Grants Sector effectiveness, efficiency and impact.
Liaise with donors and other stakeholders for pre-positioning purposes.
Knowledge management 5%
Support knowledge management activities across the GAM unit, through document storing on digital platforms such as TEAMS.
Work with the communications department to ensure highlights, successes and achievements from grant programming is shared externally online and through social media platforms.
Capacity Building 5%
Provide mentoring and coaching support to project staff on deliverable development.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Bachelors level degree required in Social Sciences, Development Studies, Business Administration, Public Health, Agriculture, Public Relations or related field;
5 years relevant experience, specifically in writing winning proposals
Experience in project management of donor funded programming,
Knowledge of programme design, monitoring, and evaluation
Strong command of English (Written and oral)
Experience in financial management and budget development
Strong negotiation and representational skills
Ability to coach grant project managers
Knowledge of several donors regulations such USAID and EU
Has cross cultural sensitivity
Ability to work as team member in an interdisciplinary environment and contribute to this in capacity building at national and Area Development Programme office levels of interaction
Abilities in the area of capacity building and training of trainers
Additional work experience required as a minimum qualification for this position.
Direct experience writing wining grant proposals and supporting acquisition of new funding
