About the Role
The Senior Programme & Portfolio Manager will lead the governance, planning, continuous improvement, and successful delivery of Oxfam’s Digital Transformation portfolio, including the Oxfam Partnership Platform, Microsoft Dynamics 365 HR & Finance, and other enterprise-wide digital initiatives.
The role provides programme leadership, portfolio oversight, and Project Management Office (PMO) capability across a complex, multi-stakeholder environment, ensuring digital investments align with organisational priorities and deliver measurable business value.
Key Responsibilities
Strategic Portfolio and Delivery Leadership
- Lead planning, governance, and delivery across Oxfam’s Digital Transformation portfolio.
- Translate strategic objectives into executable delivery plans with Product Owners and business stakeholders.
- Maintain an integrated portfolio view of programmes, projects, resources, dependencies, and risks.
- Support portfolio prioritisation and investment decisions.
Programme and Project Delivery
- Lead enterprise-wide digital transformation programmes.
- Develop programme plans, schedules, delivery roadmaps, and resource forecasts.
- Ensure projects are delivered within approved scope, budget, quality, and timelines.
- Stabilise challenged projects and improve delivery performance.
- Support continuous improvement of the Oxfam Partnership Platform and Microsoft Dynamics 365 HR & Finance.
Portfolio Governance and PMO
- Establish and maintain PMO, governance, and portfolio management practices.
- Develop delivery standards, reporting frameworks, and assurance processes.
- Consolidate portfolio reporting and executive performance metrics.
- Facilitate governance forums and manage escalation of risks and decisions.
Stakeholder and Vendor Management
- Act as a trusted advisor to the Chief Information Officer (CIO), Product Owners, and senior stakeholders.
- Prepare executive reports and recommendations for governance forums.
- Manage delivery partners and software vendors.
- Build collaborative relationships across Oxfam affiliates, business functions, and technology teams.
Risk, Change and Financial Management
- Lead proactive management of programme risks, issues, assumptions, and dependencies.
- Support organisational change and business readiness activities.
- Oversee programme budgets, forecasting, and resource utilisation.
- Support business case development and investment planning.
- Ensure effective governance of programme resources.
Essential Requirements
Education and Professional Certifications
Candidates must hold at least one recognised project or programme management certification, such as:
- PMP (Project Management Professional)
- PRINCE2 Practitioner
- MSP (Managing Successful Programmes)
- AgilePM Practitioner
- PMI-ACP
- SAFe Agilist
- Certified ScrumMaster (CSM)
Candidates should also demonstrate practical experience using both predictive and Agile delivery methodologies.
Experience
- Five (5) to ten (10+) years of experience delivering large-scale enterprise programmes, portfolios, and business transformation initiatives.
- Experience leading ERP, HR, Finance, CRM, Digital Workplace, or enterprise platform implementations across multiple countries and business functions.
- Proven experience establishing or leading PMO and portfolio governance functions.
- Ability to operate strategically across portfolio, programme, and project levels.
- Experience influencing senior executives and governance bodies.
- Expert knowledge of programme governance, portfolio management, planning, and delivery assurance.
- Strong risk, dependency, issue, and change management capabilities.
- Experience managing software vendors and external delivery partners.
- Strong commercial governance, contract management, and financial oversight experience.
Desirable Experience
- Microsoft Dynamics 365 Finance & Operations / HR implementation experience.
- Salesforce, CRM, ERP, or enterprise platform transformation experience.
- Experience within international NGOs, federated organisations, or complex matrix environments.
- Experience leading multi-country digital transformation programmes.
- Experience recovering underperforming programmes.
- Experience using Jira and Power BI.

Salary
Salary will be determined according to Oxfam salary scales, depending on the successful candidate’s location.
Working Hours
36 hours per week
Flexible working arrangements are available, including office-based or home-based work, subject to agreement.
