Interactive Research and Development South Africa (IRD SA) is a registered as a South African-based non-profit company (NPC). IRD SA NPC works extensively in Southern Africa providing healthcare delivery and research. The IRD SA team leverages process and technology innovations to address gaps in global healthcare delivery, including health market innovations based on social business models; introduction of new diagnostics, drugs and vaccines; performance-based incentives for health workers; and conditional cash transfers for patients to access services and enable adherence.

Position Summary

IRD SA is seeking a highly motivated individual with outstanding technical and managerial capabilities to play a leadership role in the IRD SA public health programmes in South Africa.  The Senior Program Manager will shape strategy, manage and provide technical input to a large and growing IRD SA team across the areas of DS-TB, DR-TB, TB/HIV and non-communicable (NCDs) such as diabetes, hypertension and mental health; including maternal and child health (MCH). S/he will work with a range of partners and subject matter experts and report to the IRD SA Country Director. The Senior Programme Manager will be based in Durban, South Africa.The position requires an experienced technical person who has a broad view on public health and programme implementation and who can be innovative and take initiatives on new ideas and strategies.

Duties and Responsibilities:
Provide supervision to and coordination among the Project Officers and Managers of TB, HIV and other public health field services programs (partner services, outreach, and linkage to care teams) to ensure the programs are run efficiently, communicate effectively with one another, address health delivery priorities, and are reaching Department of Health goals
Coordinate with other programs to ensure public health services aimed at prevention program, including surveillance, community and health facility based interventions aimed at TB screening, HIV testing, and linkage to care services to ensure maximum efficiency and communication between programs
Coordinate with other programs at DOH, such as maternal and child health, school health, and others on issues related to TB, HIV and STD prevention
Coordinate with external partners, including other NGOs, community partners, providers, the public, and other stakeholders to ensure Department of Health is reaching prevention goals, and develop new partnerships and initiatives
Meet regularly with program officers, manager, active surveillance, and linkage to care to discuss daily activities in the programs, program needs, and program development
Review of annual workplans and monitoring – performance
Develop and assess performance metrics for programs under their supervision – M&E
Inform the Country Director of resource needs and works with the Country Director to obtain the resources needed to optimize program outcomes.
Take the lead in the completion of annual reports and grant applications that affect any of the programs they supervise, and assist other senior managers on the completion of grant applications that cross their assigned programs.
Develop and manage the budget for their programs in collaboration with the Country Director and the Country Director’s designated fiscal managers, monitor activities budget in
Attend meetings with DOH and represent IRD SA at programme review meetings as needed.
Collaborate with the Country Director to develop, monitor and implement an organizational strategy.
Stakeholder Management
Ensure that good relations are maintained with the IRDS SA’s strategic stakeholders;
Manages relationship with government officials at local, provincial and national level;
Sound knowledge on donor relations and requirements; and
Represent IRD SA in different forums and presents information on the programme.
Qualifications and Experience
Degree in Health Sciences, Nursing, Social Sciences or related field is required.
Master’s Degree in public Health or equivalent
Minimum of 5- 10  years relevant experience, preferably within a Management capacity;
Sound knowledge of public health, especially TB, HIV/ AIDS, and South African Government Health Policies,
Project management skill preferred;
Computer literate and proficient in Ms Word and Excel and PowerPoint proficiency desirable;
Willingness to travel extensively and work in rural settings;
Fluency in English is essential and proficiency in the vernacular language of the province will be an advantage; and
Valid Driver’s SA License.
