PSI Lesotho through the support of the Centers for Disease Control and Prevention (CDC) is implementing a five year Scaling up Targeted-Community Based HIV Testing Services and Linkage to Treatment in Lesotho (CID-LINK) award. This project contributes directly to Lesotho’s National Multi-Sectoral HIV Prevention Strategy, by reducing the impact of HIV and AIDS in Lesotho through the use of evidenced-based sexual and biomedical prevention programs. CID-LINK uses innovative strategies to provide confidential community based HIV Testing Services (HTS) and
Sexual and Reproductive Health (SRH) services in Lesotho targeting 5 Lowland Districts.
Under the CID-LINK project, the incumbent will ensure effective management and coordination of the overall Program operations for optimal performance to support PSI in fulfilling its obligations in the provision of high quality HTS and SRH.
The position manages all HTS and Sexual and SRH components of this project. This position also supervises 3 Regional Managers and Senior Program Officers. Based in Maseru, this cadre reports to the Program Director. Expected travel is 60%.
Roles & Responsibilities
Responsibilities include, but are not limited to:
Program Management
Designs and develops operational work plans and provide directions for effective and efficient implementation of HTS activities;
Controls and monitors HTS activities and ensures that activities budgeted for are done in a cost effective manner and with maximum outputs;
Regularly review uptake of services, demand and supply of HTS services and recommend necessary remedial where deemed necessary;
Ensures that all stock levels are adequate for continuous operation without interruption of services;
Monitors and strengthens referral systems and linkages with care and treatment services;
Ensures high quality data collection, analysis and reporting to the Program Director
Takes overall responsibility for HTS and SRH activities;
Serving Clients
Ensures that all HTS and SRH providers and sites observe privacy & confidentiality when delivering services;
Ensure that measures are put in place to address clients’ concerns and ensures client satisfaction assessment is done regularly;
External Representation
Liaises with relevant network partners to build harmonious relations and joint decision making;
Represents the program at relevant Technical Working Groups and other stakeholder meetings;
Participates in the implementation of internal and national HTC policy guidelines, operational procedures and protocols
Personnel Management
Ensure that all project staff are allocated responsibilities in manner that is responsive to meeting the specified goals;
Sets quality assurance compliance objectives and defines QA procedures in conjunction with staff.
Look after welfare of employees and address staff concerns;
Supervises, motivates and manages performance of all project staff;
Draws, updates and implements development programs for staff in conjunction with Training Department and makes necessary recommendations to the Program Director
Educational Qualification and work Experience
Degree in Nursing Sciences.
Master’s degree in relevant field (Public Health, SRH, Community Health, HIV) will be an added advantage.
At least 5 years demonstrated management and project oversight experience essential.
At least 3 years working experience in HIV programs with particular focus on HTS, HIV
Care and Treatment Services and SRH.
Key Competencies
Familiarity with international health, development issues and the international donor community preferred.
Experience in management of staff
Experience developing and managing budgets essential
Ability to work effectively in partnership with a variety of audiences and organizations essential
Excellent oral and written English skills
NGO experience essential, INGO experience preferred
Knowledge of and experience using Microsoft Office essential
Driver’s license essential
Ability to work independently and as part of a team
