Key responsibilities:
- Source goods and services and ensure that all procurement operations adhere to statutory requirements and CSIR policies;
- Develop and implement procurement plans for Research and Development (R&D) projects;
- Create purchase requisitions with accuracy, thoroughness and completeness;
- Identify new suppliers of goods and services required to deliver on procurement requirements;
- Follow up on all quotations and ensure competitiveness of all quotes;
- Manage all requisitions/orders/supplier-payment related queries;
- Manage the registration of suppliers required to deliver goods and/or services;
- Compile and manage all Requests for Proposal (RFP) and Requests for Quotation (RFQ) documents/transactions and assist in the management of non-standard and complex tenders;
- Facilitate and oversee efficient selection and functioning of supplier selection committees and compile tender evaluation reports for approval;
- Facilitate negotiations with suppliers resulting in issuing of and processing of tenders prior to signing of contracts;
- Expedite orders to ensure timely and excellent delivery of services to clients;
- Create cost savings opportunities and ensure the CSIR’s improvement in preferential procurement;
- Assist in measuring supplier performance and evaluations and take action as may be appropriate;
- Update and keep all records and data as required, maintain relationships with suppliers with specific purchasing agreements/orders to monitor adherence to service level agreements;
- Manage transactional aspects of specific supplier contracts/agreements;
- Provide relevant procurement data and information on specific suppliers, services and/or contracts to assist in project delivery;
- Keep up to date with market trends and new technologies in the procurement arena and react to changes in demand;
- Assist with developing and drafting of procurement procedures and processes to align with business operations, changing legislation and best practice;
- Manage procurement practitioners/specialists and ensure purchasing activities comply with the CSIR policies, procedures and all applicable standards.
Qualifications, skills and experience:
- A Bachelor’s degree in supply chain management or equivalent relevant qualification with at least five years’ experience in supply chain/procurement management environment;
- A post graduate qualification in supply chain management will be advantageous;
- Thorough working experience on tenders with the Construction Industry Development Board (CIDB) and local content requirements;
- Thorough understanding of business processes;
- Financial management and e-procurement knowledge;
- Verbal and written communication skills;
- Sourcing, buying and negotiation skills;
- Ability to meet demanding deadlines;
- Problem solving, numerical, flexibility and adaptability skills;
- Ability to work in a team and attention to detail.
