KARABO EA BOPHELO at Baylor College of Medicine Children’s Foundation – Lesotho. The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. This position is based in Maseru.

BCMCFL-KB is looking for highly qualified candidate to fill in the following position on a full-time, Fixed-Term Contract basis for the duration of the project.

Duties and Responsibilities

Position Overview

Oversee and ensure excellent, timely procurement support services at Karabo ea Bophelo which are in line with donor procurement standards and project guidelines. Spearhead the development and implementation of KB procurement plan. The position is based in Maseru.

Responsibilities include, but are not limited to the following:

  • Conduct regularly reviews of procurement policies, processes and guidelines to measure their effectiveness and applicability, including customer satisfaction and report to Foundation Management.
  • Ensure adherence of Baylor Procurement Policies, procedures and documentation, to ensure compliance with BCMCFL & donor regulations and applicable legislation. Review specifications for procurement of equipment, supplies and services; and Reviews Request for Quotations (RFQs) and Request for Proposals (RFPs);
  • Coordinate price quotations and prepares terms, conditions, and/or specifications for prospective procurements;
  • Participates in meetings with selected staff to develop or evaluate quotations or proposals;
  • Maintains effective working relationships with co-workers, suppliers/vendors, and the general public through effective communication and conduct supplier performance reviews on regular basis
  • Analyses bids submitted and participates in the identification of the best bid;
  • Ensure that Purchase Orders/Commitments tracker is in place and updates it periodically in liaison with Finance;
  • Assists co-workers, vendors, and others with questions related to purchasing policies and procedures;
  • Works with all departments to determine their procurement needs;
  • Conducts research and performs cost analyses relevant to assigned projects or tasks;
  • Coordinate, participate in, and/or train staff from Procurement and other BCMCFL Departments on BCMCFL Procurement Policies and Processes,
  • Conduct Partners’ / Sub-Grantees’ capacity assessment and capacity building plans as per set framework / guidelines.
  • Train the Partners / Sub-Grantees based on the approved capacity building plan, monitor progress. Coordinate with internal stakeholders in monitoring the progress and submit progress reports to the management.
  • Maintain a suppliers’ database, general procurement files and any other procurement related information.
  • Provide input to grant Proposals and Projects designs

Educational Qualifications, Work Experience and Key Competencies

  • Bachelor’s Degree in Accounting; Purchasing and Supply; or related field;
  • Minimum of Five (5) year’s relevant experience;
  • Experience in preparing bids, technical specifications, and contractual agreements;
  • Knowledge of USAID rules and regulations governing grants and cooperative agreements will be an added advantage;
  • Ability to conduct research and apply independent judgment and technical knowledge to analysing quotations, evaluating equipment and/or service quality, and comparing specifications and prices of competitive items; 
  • Ability to apply independent judgment and technical knowledge to analysing bids;
  • Honesty and integrity when handling procurements.
  • Proven ability to work both independently and as an effective team member;
  • Proven ability to prioritize and handle multiple on-going assignments;
  • Proficiency in Microsoft office, particularly Excel;
  • Excellent organizational skills;
  • Excellent time management;
  • Proven analytical and problem-solving ability
