VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:
- Position Title: Senior Procurement Officer
- Grade: N
- Number of Positions: One (1)
- Responsible To: Regional Inspector
Purpose of the Job
To facilitate proper implementation of procurement policies on the acquisition of goods and services.
Main Duties
1. Implementation of Procurement Policies and Systems
- Sensitizes departments on procurement policies
- Develops performance standards and indicators
- Monitors and evaluates procurement activities
- Prepares reports and liaises with line ministries
- Ensures compliance with procurement policies and procedures
- Prepares and reviews draft procurement bills
2. Consolidation of Procurement Statistics
- Collects procurement statistics from departments
- Analyzes and prepares reports
- Coordinates publication of procurement statistics
- Responds to Parliamentary or similar enquiries on PPAD
3. Supplier and Entity Relationship Management
- Develops strategies for supplier development
- Resolves disputes between vendors and procurement entities
- Monitors performance of vendors and procurement entities
4. Monitoring Procurement Standards and Best Practices
- Reviews performance of materials and services
- Advises on procurement standards and procedures
- Monitors compliance with procurement standards
- Prepares reports on procurement standards
5. Section Management and Coordination
- Supervises staff
- Prepares work programs and budgets
- Evaluates staff performance
Job Specification
Qualifications:
- Master’s Degree in Business Administration, Management, Economics or related field
- Diploma in Purchasing and Supply
- Minimum of 10 years relevant experience
OR - Bachelor’s Degree in Business Administration/Management, Public Administration, or Economics
- CIPS Advanced Diploma in Purchasing and Supply
- At least 4 years’ experience in procurement at the level of Procurement Officer
Note: Membership in a relevant professional body in procurement and supply chain management is an added advantage.

- Knowledge of Financial and Procurement Regulations

- Guided by the Lesotho Constitution, Public Service Act, and Public Procurement Regulations 2007
