The Office of the Auditor-General (OAG) is an independent and autonomous body and is the Supreme Audit Institution in Lesotho. OAG is responsible for auditing government revenue and spending and to oversee the management of public funds and the quality and credibility of government’s reported financial data.
OAG invites applications from suitably qualified local candidates for the following positions:

CORE DESCRIPTION
To implement policies relating to the procurement of goods, works and services for use by the OAG.
JOB RESPONSIBILITIES
• Implements procurement in line with the regulations, procurement manuals, the procurement process operating instructions and guidance as may be issued from time to time.
• Assembles procurement documents that facilitate the procurement of assigned goods, works and services in accordance with the Annual Procurement Plan.
• Reports to the Procurement Manager any cases of suspected or confirmed fraud for appropriate action to be taken.
• Liaises with other divisions to rectify any errors or omissions and refers to the Procurement manager any issues he/she is unable to resolve.
• In liaison with the inspection committee, prepares reports on the condition of the assets due for disposal, and proposes reserve prices.
• Ensures that invitations to tender packages are complete and issued at the same time to all potential tenderers for fairness.
• Drafts advertisements and notices of contract award for the Government’s contract bulletin and submits to the Procurement Manager for approval
• Bring to the attention of the Procurement Manager any appeals against
procurement decisions within the prescribed period.
• Provide Supervision to staff that directly report to him/her including carrying
out formal performance appraisal.
• Obtains quotations for goods and services after approval for procurement has been obtained for price comparison.
• Supervises the input of data into the inventory module systems by ensuring that all transactions are correctly posted on daily basis, and arranges periodic stock taking.
• Provides adequate security and ensures that physical facilities comply with relevant legislation, safety codes, other instructions and guidance.
• Facilitates procurement of private audit firms.
• Negotiates contracts and keeping in mind budgetary limitations to achieve value for money.
• Monitors compliance with procurement legal framework and corruption control
• Coordinates the establishment of the evaluation committee in order to assess disposal bids.
• Implements staff development and performance monitoring policies
• Manage procurement of goods, works and services for use by the organisation in accordance with existing rules and regulations.
QUALIFICATIONS
• Master’s degree in procurement, purchasing & supply chain management or Business Administration (majoring in procurement).
• Professional qualifications from the Chartered Institute of Purchasing and Supply (CIPS)
EXPERIENCE
• Should have at least four (4) years’ experience as Procurement Officer in
procurement management in public or large private organization.
OR
• Bachelor’s degree in social sciences from a recognised institution
• Professional qualifications from the Chartered Institute of Purchasing and Supply (CIPS)
EXPERIENCE
• Should have at least six (6) years’ experience as Procurement Officer in
procurement management in public or large private organization.
