Job Description Summary

The incumbent will manage and provide technical support in the implementation of WV Lesotho Strategic and transactional/technical human resources activities, and ensure provision of effective, efficient and quality services through proper planning, organizing and overseeing of the day-to-day work of the P & C function, ensuring it is aligned and integrated in a ‘best fit’, with the primary purpose of promoting the Organizational and staff well-being aspirations, towards effective delivery of WV Lesotho Strategic objectives.

MAJOR RESPONSIBILITIES

1. People & Culture Strategy:

  • Actively participate in the development, review and implementation of People & Culture strategy and World Vision Lesotho Strategy Review sessions.
  • Participate in the development, review and updating of People and Culture policies in consultation with P&C Director and relevant stakeholders to align with Lesotho legislative environment.
  • Proactively advise management and staff of any changes in P&C policies, employment; conditions, guidelines and the implications thereof.
  • Conduct staff training/refreshers on policies, systems and processes to enhance compliance and timely completion within the Regional standards.
  • Monitor and continually review P&C processes and systems to ensure relevance to the ministry and efficiency in talent acquisition, performance management, staff care, learning and development, employee relations, salaries and benefits.
  • Promote World Vision culture through the Mission, Vision, Core Values and Mindsets & Behaviours across the organization;

2. Employee Relations, Wellbeing and Safety

  • Support the P&C Director in carrying out HR wellbeing surveys including Our Voice and collaborate with all functions for the effective implementation of the recommendations;
  • Plan and implement staff care interventions in collaboration with P&C team and all the stakeholders to create a conducive working environment and position WVL P&C Dashboards at a green rating;
  • Collaborate with Faith & Development Function to entrench WV culture through implementation of spiritual care programs;
  • Promote P&C Department to ensure it remains the heart of the organization by being easily accessible, available and visible to support staff and create psychological safety across WVL;
  • Work with P&C Director and line managers to address people concerns at early stage and come up with amicable solutions;
  • Attend to cases reported on Integrity and Protection Hotline (IPH) and Internal Investigations Management (IIM) and conduct support, guidance and or disciplinary enquiry as may be necessary.

3. People & Culture Business Partnering, Processes & Systems:

  • Provide technical guidance and support to line managers on procedure for acquisition of the highly competent candidates through a diverse, inclusive and fair recruitment process best suited for World Vision positions;
  • Manage the payroll process through employee data verification to ensure correctness; accuracy and timely payment of monthly salaries;
  • Maintain accurate and easily accessible employee records both physically and on Workday to enhance agile P&C services and support data driven decisions;
  • Participate in P&C budget preparation and regularly track P&C expenditure in liaison with Finance
  • Partner with internal and external stakeholders to mainstream and effectively implement safeguarding, diversity and inclusion standards for customer service; 
  • Undertakes unscheduled regular HR audits to identify risks and implement mitigation measures in support of WV scheduled audits processes.

4. Talent Management & Performance Management:

  • Implement strategies that will help to identify, develop and retain high potential staff;
  • Conduct a comprehensive Orientation Program for on-boarding employees in collaboration with P&C Director, Line Managers & All the Facilitators;
  • Participates in the design and deliverance of employee training programs in talent development;
  • Advise P&C Director and the management on talent related issues which may adversely affect performance;
  • Support managers on talent assessment, talent profiles and capacity development plans towards the development of sound succession plans;
  • Promote a performance culture in World Vision Lesotho through capacity building of staff & managers on understanding of the systems, process and methodology;
  • In conjunction with P&C Director and department managers, coordinate and ensure timely setting and review of performance agreements for staff at National Office and Clusters. Ensure that subsequent feedbacks and follow-ups are logically concluded;
  • Prepare timely reports on talent and performance management for use in learning interventions and decision-making process.

5. Employee Relations, Diversity and Inclusion:

  • Ensure all staff are educated on policies, procedures and internal controls and that everyone is familiar with the reporting protocols and measures in place to build a culture of discipline and compliance within the acceptable behavioral standards;
  • Participate actively as focal point for reporting and management of sexual harassment allegations in WVL;
  • Represent P&C in the GESI committee to ensure compliance to its standards and integration of Diversity, Equity and Inclusion in all strategies of the organization;
  • Attend to cases reported on Integrity and Protection Hotline (IPH) and Internal Investigations Management (IIM) and conduct investigations for management actions;
  • Partner with management to ensure that disciplinary enquiries are conducted in a manner that is fair and within the context of the policy and or the Labour Code of Lesotho;
  • Provide technical advice to P&C Director on potential labour issues and best approaches. 

6. People Management & Reporting

  • Provide technical support to the P&C Officer. Effectively supervise P&C Officer to carry out their responsibilities to the required standards;
  • Carry out continuous assessment, coaching, mentoring and counseling for P&C Officer;
  • Identify P&C Officer capacity gaps and support/initiate strategies to remedy them. Support the career growth and development of P&C Officer;
  • Provide supervision to temps and interns engaged under P&C;
  • Prepare and submit departmental reports and other briefs to the Director as and when required;
  • Prepare Regional and System based Reports as scheduled and when required;
  • Proactively work with the P&C Director and team to ensure departmental mandates are achieved to the required standards.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in human resources management, Industrial Psychology, Organizational Development or related field;
  • Post-graduate qualification in Human Resources Management, Industrial Psychology, Organizational Development or Labour Law will be an added advantage.
  • At least 5 years broad experience in Human Resources Management in a relatively large, complex and busy environment, of which 3 were served at supervisory level;
  • Proven experience in handling recruitment cycle, on-boarding process; remuneration & benefits; learning & development initiatives; performance management, HR Information Management; staff care programmes and employee relations to support all work units;
  • Proven experience of partnering with all stakeholders and staff to entrench the organizational mission statement, vision, strategy and the core values;
  • Proven experience of achieving organizational goals in a dynamic and rapidly changing organization;
  • Proven working knowledge of HR Software packages to ensure effective service delivery with quality results;
  • Proven experience of handling HR functions including Payroll using SAGE HR or a similar HR system.

  • Excellent written and verbal communication skills, including report-writing.
  • Excellent computer skills (MS Package, Statistical Packages, Microsoft Outlook).
  • Strong analytical and negotiation skills.
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds ;
  • Emotional and spiritual maturity;
  • Knowledge of Labour Laws and HR best practices ;
  • Excellent interpersonal and leadership skills;
  • Must be a committed Christian, able to stand above denominational diversities.
  • Ability to work under pressure in a rapidly changing work environment

Work environment: Office-based with travel to the field
