Education Development Center (EDC), with funding from USAID, is implementing the South Africa School-Based Sexuality and HIV Prevention Education Activity (Activity) that will support the South African Government to reduce HIV infections in students and teachers by assisting the Department of Basic Education to implement high quality, evidence-informed sexuality and HIV prevention education programs.

The Department of Basic Education (DBE) National Policy on HIV, STIs and TB provides the framework for prevention, treatment, care and support of all learners, educators, school support staff and officials in the basic education sector, in all public and independent primary and secondary schools in the Republic of South Africa. Comprehensive Sexuality Education (CSE) and the provision of Care Services are strategies included in the policy to realise a systematic and sustained response to HIV and TB. These strategies align to and present the sector’s contribution towards the National Strategic Plan (NSP) on HIV, TB and STIs for South Africa, 2017-2022.

EDC is seeking to hire a Senior Monitoring and Evaluation (M&E) Specialist – (Data Analyst) to be based in the Gauteng province.

DUTIES

The Senior M&E Specialist will be responsible for data analysis, writing up findings and ensuring results are used to improve program implementation. The candidate will collate, analyse and interpret program data from implementation within the districts to track achievements against the targets and ensure that informed decisions are made based on integrated data. The incumbent will also participate in formulation and implementation of program assessments. S/he will work closely with the provincial program managers and provide strategic information and analysis in the program areas.

This position contributes to:-
generating data for continuous program quality improvement and adaptive management;
building organizational capabilities on research, process evaluation, operations research and learning;
contributing original knowledge to the field of CSE; and
generating quality data for communication and advocacy materials.
The position will report to the Director for Monitoring, Evaluation, Reporting and Learning and will collaborate closely with other M&E staff and the technical and operations teams.

Essential functions include (but are not limited to):
Analyse large, complex datasets using modern data science tools, techniques, and best practices to summarise, report and visualize data.
Work with web-based databases to ensure that data is recorded, transmitted, entered and stored effectively so as to be retrievable and reportable on a regular and frequent basis;
Produce relevant and concise analysis and information for routine project reports and special reports as required;
Prepare quantitative reports for the program, including concise narratives and relevant tables and/or graphs that capture progress against indicators and provide donors and program managers with accurate and user-friendly information;
Support development and implementation of relevant protocols including development of data collection tools and methodology to conduct assessments to identify programmatic gaps and make recommendations for program improvement;
Create new, experimental frameworks to collate and integrate data and correlating similar data to unearth trends and patterns and find actionable results.
Work with management to prioritize information needs and to identify opportunities for leveraging data to drive program implementation improvements and solutions.
Translates data from measurement activities into infographic and summary formats that illustrate key findings for internal and external audiences, and support teams to integrate these findings (e.g., into communications materials, academic papers, conference presentations, donor reports, internal presentations)
Maintain existing and design and implement new strategies and methodologies for accurately collecting, recording, compiling, and analysing data so as to report progress towards project objectives and review and adjust project activities as necessary;
