Position: Senior Local Government Officer

Responsible To: Chief Local Government Officer
Job Summary
The incumbent is responsible for facilitating implementation of the decentralization programme in accordance with existing legislation and the National Decentralization Policy. He/She will also participate in the review and development of policies and legal frameworks targeted towards decentralized service delivery; arrange for inspection of councils on compliance and performance; support and guide councils in performance of their responsibilities; and attend to matters that emanate from councils from time to time.
Job Description
- Supervises Local Government Officers
- Assists Chief Local Government Officer in the implementation of sectional activities
- Prepares divisional workplans for consolidation into a departmental workplan
- Provides technical and administrative support to councils
- Arranges for Line Ministries’ consultations on functions transferred to local councils
- Facilitates the incremental transfer of functions and resources by Line Ministries to councils
- Participates in the development and implementation of capacity building programmes for subordinate staff and councils
- Arranges for the review of policies and legislation pertinent to decentralization
- Compiles monthly, quarterly, and annual reports on assigned mandate
- Represents the Department in activities and programmes of their assigned sectors

Job Specification
Option 1:
- Master’s Degree in Social Sciences
- Plus two (2) years working experience in Local Government Administration
Option 2:
- Bachelor’s Degree in Social Sciences
- Plus five (5) years’ experience in Local Government Administration
