Applications are invited From suitably qualified local candidates for the following position tenable in the Ministry of Labour and Employment:
Department: National Employment Services
Section: Employment Promotion Unit
Job Title: Senior Labour Economist
Grade: H
Responsible To: Director – National Employment Services
Job Summary
Under the general supervision of the Director – National Employment Services, the Senior Labour Economist will head the Employment Promotion Unit. The incumbent will be responsible for:
- Formulation and review of the National Employment Policy
- Monitoring and evaluation of the implementation of strategies contained in the policy
- Development of employment promotion strategies
Main Duties
1. Employment Policy and Other Policies
- Review and update the Employment Policy based on current labour market trends
- Formulate action plans for policy implementation
- Monitor and evaluate progress in collaboration with the National Employment Council
- Develop strategies and programmes for special groups (e.g., youth, persons with disabilities)
- Participate in the formulation of development plans and related policies
- Design and supervise self-employment promotion programmes
- Promote entrepreneurship programmes
- Coordinate job canvassing and placement activities to reduce labour market mismatch
- Oversee localization programme in line with the Labour Act, 2024
- Promote the Decent Work agenda and ILO recommendations
- Facilitate formalization of the informal sector in accordance with International Labour Standards
Education and Training
- Master’s Degree in Labour Economics plus 2 years experience in employment planning and promotion
OR - Bachelor’s Degree in Economics plus 5 years experience in employment planning and promotion
Added Advantage:
- Knowledge of Monitoring and Evaluation
Other Necessary Knowledge
- Experience in planning and execution of research and surveys
- Computer literacy, especially proficiency in Microsoft Excel and Access
Responsibilities
- For Work of Others: Supervise junior staff in the unit
- For Property: Responsible for accuracy in research, strategy development, and reporting that may impact national development policies
- For Safety of Others: Not applicable
Complexity and Authority
- Decision-Making: Make decisions on employment promotion strategies and research planning
- Problem Solving: Work independently and report to the Director at agreed intervals or as necessary
