VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:
- Position Title: Senior Human Resources Officer
- Grade: H
- Number of Positions: Two (2)
- Responsible To: Human Resources Manager
Job Summary
Under the supervision of the Human Resources Manager, the Senior Human Resources Officer is responsible for coordinating recruitment, conducting job analysis, handling employee relations, managing HR information systems, preparing budgets, and supervising staff.
Main Duties
1. Coordination of Recruitment, Selection and Appointment Procedures
2. Job Analysis, Work Studies, and Surveys
- Identifies job areas requiring analysis
- Evaluates samples for study
- Conducts job analysis and work studies
- Writes and reviews job descriptions
- Prepares recommendations for improvements to HR procedures
3. Employee Relations and Safety
- Advises staff on code of conduct, terms of employment, and conditions of service
- Promotes awareness of health and safety standards
- Handles disciplinary cases, grievances, and employee counseling
- Investigates workplace accidents
- Organizes employee welfare services
4. Human Resources Information Management
- Ensures production and retrieval of personal and HR activity records
- Oversees compilation of staff profiles and HR reports
- Produces monthly salary bill reports
- Authorizes access to HR information
- Manages updates in the Resource Link system
5. Budget Preparation and Resource Planning
- Prepares budget for personal emoluments
- Identifies equipment and furniture needs
- Develops the annual HR budget
6. Staff Supervision
- Allocates tasks and responsibilities to subordinates
- Appraises staff performance and reviews work plans
- Monitors execution of duties for consistency
Job Specification
Qualifications:
- Master’s Degree in Human Resources Management, Industrial Psychology, or related discipline plus two (2) years of relevant experience and knowledge of HRIS
OR - Postgraduate Diploma/Honours in HRM, Industrial Psychology, or related discipline plus three (3) years of relevant experience and knowledge of HRIS
OR - BA Degree in HRM, Industrial Psychology, or related discipline plus five (5) years of relevant experience and knowledge of HRIS
Other Necessary Skills and Competencies
- Proven supervisory skills
- Passing of assessment test
- Appreciation of HR principles
- Computer literacy
- Ability to interpret Public Service Rules and Regulations
