JOB TITLE: Senior Human Resources Officer (Civil Pensions)

GRADE: H

RESPONSIBLE TO: Human Resources Manager

JOB SUMMARY

Under the supervision of the Human Resources Manager, the Senior Human Resources Officer is responsible for the following:


MAIN DUTIES

1.0 Coordination of Recruitment, Selection and Appointment Procedures and Processes


2.0 Undertakes Job Analysis, Work Studies, Surveys

  • 2.1 Identifies job areas that need analysis and study
  • 2.2 Selects a sample for study/analysis
  • 2.3 States problems found in the areas studied
  • 2.4 Conducts job analysis and work studies
  • 2.5 Writes jobs that require description and review
  • 2.6 Presents findings and recommendations for improvements to HR procedures and systems

3.0 Handles Disciplinary Cases, Grievances, Disputes and Safety of Employees

  • 3.1 Advises staff on code of conduct, terms of employment and conditions of service
  • 3.2 Creates awareness of health and safety standards and procedures
  • 3.3 Attends to cases on disciplinary and grievances and counsels employees on personal/social problems that affect work
  • 3.4 Investigates accidents in the workplace
  • 3.5 Organizes employee welfare service as prescribed by policies and procedures

4.0 Ensures Production and Retrieval of Human Resources Information

  • 4.1 Ascertains production of records on personal information
  • 4.2 Directs compilation of HR information on HR activities and staff profiles
  • 4.3 Oversees production of reports on HR developments and achievements
  • 4.4 Oversees the production of monthly Salary Bill
  • 4.5 Authorizes retrieval of HR information and reports
  • 4.6 Attends to day-to-day changes in the Resource Link

5.0 Draws Budget and Determines Equipment Requirements

  • 5.1 Prepares budget for personal emoluments
  • 5.2 Identifies equipment and furniture requirements
  • 5.3 Develops the annual HR budget

6.0 Staff Supervision and Budget Preparation

  • 6.1 Prepares budget for personal emoluments and identifies equipment and furniture requirements
  • 6.2 Allocates tasks and responsibilities to subordinates
  • 6.3 Appraises performance of subordinate staff and reviews performance plans
  • 6.4 Monitors implementation of duties executed for consistency

7.0 Supervision of the Payroll Team and Operations

  • 7.1 Ensures timely processing of pension payments and helps resolve payroll-related issues
  • 7.2 Assists in implementing payroll policies and procedures
  • 7.3 Reviews pension calculations and payments for accuracy
  • 7.4 Coordinates with the payroll manager on compliance matters and regulation changes
  • 7.5 Prepares reports and documentation for audits and management

JOB SPECIFICATION

Qualifications

Option 1:
Masters in Human Resources Management / Business Administration / Industrial Psychology or any other related discipline
plus three (3) years relevant working experience as Human Resources Officer in Civil Pensions Field and knowledge of HRIS function

OR

Option 2:
Postgraduate Diploma / Honours in HRM / Industrial Psychology or any other related discipline
plus four (4) years relevant working experience as Human Resources Officer in Civil Pensions Field and knowledge of HRIS function

OR

Option 3:
BA Degree in HRM / Industrial Psychology / Public Administration or any other related discipline
plus five (5) years relevant working experience as Human Resources Officer in Civil Pensions Field and knowledge of HRIS function

  • Good knowledge of payroll processes and pension regulations
  • Strong organizational and analytical skills
  • Ability to work under pressure and meet deadlines
  • Good communication skills for team coordination
  • Proven supervisory skills
  • Passing of assessment test
  • Appreciation of HR principles
  • Computer literacy
  • Interpretation of Public Services Rules and Regulations
