Overview: 

Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free pediatric and family-centred HIV and tuberculosis prevention, care, treatment, and support, serving thousands of children and families affected by HIV, TB, or other child health conditions. Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) in Lesotho. 

BCMCFL is looking for highly qualified local candidates to fill in the following position available under Karabo ea Bophelo Project on a full-time, Fixed-Term Contract.

Duties and Responsibilities

Position Overview

The incumbent will coordinate the Human Resources and administrative activities of BAYLOR/Karabo ea Bophelo. S/He will implement human resources and administration policies and procedures not limited to participation in staff recruitment and retention, performance management, payroll, staff welfare and development, employee relations and HR systems.

Key Performance Areas:

  • Implement HR and administration policies and procedures and communicate related changes through staff manuals and general meetings.
  • Conduct staff training to enhance compliance of staff on HR policies and procedures, to ensure compliance and create conducive environment.
  • Provide advice to management on HR related matters to enhance staff welfare.
  • Compile data for payroll processing including tracking of vacation and sick time in the system.
  • Verify payroll transactions and respond to queries.
  • Receives and captures job applications for screening process.
  • Assist with recruitment logistics of potential employees for the project.
  • Participate in the on-boarding process of new staff.
  • Advice management on employee relations matters in line with disciplinary and grievance policies of BCMCFL.
  • Implement HR and administration programme to support performance management and improvement strategies of the project.
  • Update and maintain employees’ records on HR system and personal files for ease of reference and prompt decision making process.
  • Update leave transactions and facilitate ease of access and approval of all leave categories.
  • Support employee wellness activities in liaison with management to create a conducive working environment and promote a culture of high performing teams. 
  • Play a business partnership role through executing Karabo ea Bophelo HR agenda that closely supports organizational goals.
  • Provide oversight over Karabo ea Bophelo HR role and functions.
  • Supervise Human Resource Officers
  • Perform any other duties as directed by Administration from time-to-time.

Educational Qualifications, Work Experience and Key Competencies

  • Degree in Human Resources/Business Management/Public Admin.
  • Proven two years’ work experience in the Human Resources or Administration field.
  • Knowledge of Lesotho Labour legislation.
  • Demonstrated experience in supervising a team.
  • Experience with HR software packages such as VIP Payroll.
  • PC literacy and experience with MS Office applications.
  • Excellent organizational and time-management skills.
  • Teamwork skills, phone etiquette, proven analytical and problem-solving skills are desired.
  • Proven ability to work both independently and as an effective team member.
  • Proven ability to prioritize and handle multiple on-going assignments.
