The National Home Builders Registration Council (NHBRC) is a statutory body, established in 1998, in terms of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998). It is mandated to protect the interests of housing consumers and to regulate the home building industry.

KEY DELIVERABLES:

The Senior Home Inspector has full supervisory responsibility over Home Inspectors in their coordination, activities and technical interpretations within the Inspectorate Unit. The Senior Home Inspector is in addition responsible to conducting inspections in accordance with Home Building Manual and any relevant legislation.

  • Assess the potential risk to the NHBRC Warranty Fund by inspection to determine technical compliance;
  • Prepare late enrolment report and Request technical information to validate the quality of the construction elements;
  • Ensure all elements in the late report Prepare Financial Guarantees using a template which will apportion all the identify risk to the potential warranty fund;
  • Evaluates the requested information received & escalate to Engineer;
  • Provide information to Legal to take appropriate sanction;
  • Conduct on site-inspections and liaise with housing consumers to educate on the Home Builders Manual;
  • Prepare statements for the SAPS criminal case for persons conducting the business of a home builder, where such persons are not registered home builders;
  • Attend to court cases as a witness when requested;
  • Attend to internal home builder DC hearing as a witness when requested;
  • Assisting legal to obtain interdicts;
  • Report defaulting home Builders;
  • Report defaulting home Inspectors in line with approved procedures. (this should fall under auditing);
  • Compliance to approved policies, procedures and processes;
  • Signed Declaration of Interest submitted to line Manager;
  • Provide input into inspectorate policies, procedures and process flows as required;
  • Ensure Compliance to approved inspectorate policies, procedures and processes;
  • Respond timeously to Audit or Risk queries as required;
  • Adhere to statutory safety regulations and operational standards, procedures and practices and report non-compliance;
  • Participate in regular safety meetings and make recommendations to ensure overall safety;
  • Prepare Final Unit Reports for distribution to Provincial Human Settlements;
  • Reports to be produced for the rescind Financial Guarantees after 5 years have elapsed;
  • Reports on change of builder applications;
  • Conduct Inspection for Legal to the PIC for confirmation of owner builder exemption applications;
  • Perform on-site inspection of homes to ensure compliance with home building manual;
  • Notify, through Engineer and PIC, developers, banks, government, etc. of any potential risk against inspected homes;
  • Conduct Inspections to double story homes, complicated structures (Over and above any single story houses of traditional masonry), and Multi-Story developments and on IBT Systems;
  • Record and maintain accurate inspection records through inspection device and manual inspection;
  • Conduct inspections and / or audit reports within the required turnaround time;
  • Sample the notices of non-compliance issued by Home Inspectors;
  • Random on-site verification of the standards achieved by the home builder against the non-compliance;
  • Issue instruction to Inspectorate Administrator to escalate all expired non-compliances to Legal with supporting documents;
  • Issue administrative and technical notice of non-compliance to defaulting home builders;
  • Educate home builders about home building manual where deviations are identified during inspection;
  • Interaction with home builders, home owners and all spheres of government;
  • Interaction with Banks and Valuers to assist in mitigation of risk for the Financial Institutions and NHBRC;
  • Interaction with building system (IBT) owners;
  • Interaction with materials and product specialists;
  • Attendance to development workshops and interventions as per agreed Individual Development Plan (IDP);
  • Timeous submission of performance agreements and reviews;
  • Responsible for the effective supervision and administration of assigned inspectors including prioritizing and assigning work, performance management, employee relations, and related activities;
  • Providing technical advice and guidance in Innovative Building Systems (IBT), Agreement Approved Systems and building elements.

MINIMUM REQUIREMENTS:

  • Grade 12;
  • Minimum Four (4) Year Qualification (NQF 7) in Construction / Built Environment;
  • Minimum five (5) – Seven (7) years’ experience in building construction and/or construction management;
  • Minimum two (2) – three (3) years supervisory experience;
  • Valid Driver’s License.

APPOINTMENT

The above-mentioned position will be offered on a permanent contract.
