SENIOR HIV/TB ADVISOR X2 – CAPE TOWN

JOB OVERVIEW

The position provides technical and strategic support for HIV, TB, and where relevant hep B/C and non-communicable disease. This within a comprehensive public health approach including related laboratory, pharmacy and patient and community engagement issues. The position also involves frequent travel to field projects and engagement with training and coaching and with development of M&E and operational research, applying a coaching posture towards project and capital staff.

KEY TASKS & RESPONSIBILITIES
To support MSF OCB and OCG HIV operations, with objectives clearly defined by the project team, the country & regional responsible and the HIV referent and will include the following, in function of the context:
Evaluation of operational and technical aspects of the HIV and TB activities in specific countries/programmes supported by MSF and provide clear recommendation in line with MSF priority strategic axis and policies
Provide general clinical and strategic support (including training and coaching, review of protocols, and technical backup)
Evaluation and monitoring of TB/HIV activities and support to implementation (including organisational, strategic and technical support)
Support for the implementation of improved HIV/TB paediatric care and PMTCT activities
Support for capacity building and experience sharing between projects
General support for organization of services, including flow of patient, data collection, rationalization of care, adherence support…
Support for HIV/TB care integration in non HIV/TB  vertical  projects
To work together with SAMU and other medical department referents on specific dossiers (ie technical areas of HIV/TB prevention and care, specific research items, advocacy, developing tools for project support etc.). Specific topics will be agreed according to interest and experience in coordination with the other referents.
To develop links with Southern African and other regional and global HIV/TB experts in academia and within other organisations in order to share experiences and benefit from their expertise in the drawing of our recommendations and strategies.

REQUIREMENTS
Preferred Experience
4 years MSF operational experience in various MSF HIV projects including 2 years in a coordination position
Fluent in English AND French, speaking and writing
Proven experience in operational research
Post–graduate qualifications in infectious diseases, public health and tropical medicine
Knowledge of M & E tools and basic epidemiological software
Knowledge and Skills
University degree in Medicine and registration as a Medical Doctor
Good communication skills
Interest and experience in capacity building through coaching and training
Knowledge of MSF guidelines and policies
Demonstrable commitment to humanitarian issues
Proven clinical experience in HIV/AIDS, TB, DRTB inclusive of PMTCT, ARV, TB/HIV integration
Coaching experience is an asset
Personal attributes
