We help to strengthen and support sustainable, country-owned health systems that can deliver positive, equitable health outcomes. 

The Health Practice delivers solutions across the following primary service lines: 

  • Infectious Diseases and Pandemic Preparedness: Over two decades supporting responses to HIV, TB, malaria, pandemics and neglected tropical diseases through evidence-based solutions.
  • Reproductive, Maternal, Child Health and Nutrition: Improving access to family planning, immunisation and nutrition services to support women’s and children’s health.
  • Digital Health and Data Transformation: Supporting governments and organisations to build digital infrastructure, data capabilities and user-centred digital health systems.
  • Health Financing and Systems Optimisation (HFSO): Expertise in public financial management, health financing, costing and economics to strengthen health systems and programme implementation.

Requirements

ROLE DESCRIPTION – HEALTH ECONOMIST: SENIOR ASSOCIATE

This position will fulfil both a technical and supervisory role in ensuring that the service line achieves its strategic objectives and entrenches Genesis as one of the leading health financing and economics consultancies in Africa. 

We are seeking a highly motivated and analytically strong Senior Associate with a solid foundation in two or more of the following technical domains: health financing, health economics (including cost analysis), public financial management and health systems strengthening.  The ideal candidate should deliver high-quality, policy-relevant work in complex environments and combine rigorous analytical and problem-solving skills with the ability to translate evidence into clear, actionable insights for senior decision-makers. 

The candidate should be comfortable working across quantitative and qualitative domains and managing workstreams within multidisciplinary teams. In addition, the candidate should have practical experience using AI tools (such as Gemini, Claude or similar) to enhance research, analysis, and productivity, coupled with strong judgement in validating and refining AI-generated content. Critically, we are looking for an individual with the curiosity, creativity, and technical acumen to evolve into an advanced user of AI in a consulting context.

Key responsibilities:

Core consulting delivery

  • Support the leadership of the HFSO service line in implementing its strategic and annual plans
  • Coordinate the activities of Analyst and Associate consultants on projects and help to build their capacity 
  • Under the supervision of project directors, fulfil a project management role for selected projects
  • Lead and contribute to analytical workstreams across health financing and economics, including:
    • Health financing policy and analytics 
    • Public financial management (PFM) diagnostics and reforms 
    • Costing, budgeting, and economic evaluation 
    • Efficiency and value-for-money analysis
    • Health systems optimisation 
  • Oversee primary and secondary data collection, including sampling strategy and key informant interviews and related data analysis, data cleaning and data visualisation
  • Translate complex quantitative and qualitative analyses into clear, decision-oriented outputs for clients (e.g., Ministries of Health, National Treasuries, global health partners) 
  • Develop high-quality deliverables including reports, policy briefs, slide decks, and Excel-based tools 
  • Facilitate workshops and present final results to clients and other stakeholders
  • Support project management, including planning, coordination of analysts, and quality assurance of outputs 

AI-enabled analytical delivery and productivity

  • Use large language models (LLMs), AI productivity tools, and structured AI workflows to improve the efficiency, quality, and analysis of literature reviews, evidence synthesis, and report drafting for complex HFE work
  • Co-develop AI-enabled tools, accelerators, and internal assets, such as costing and budgeting models, scenario analysis tools, rapid diagnostics and assessment frameworks 

Team contribution and capability building

  • Support and mentor junior analysts in both technical HFE work and effective use of AI tools 
  • Contribute to internal knowledge and tool development in health financing and public sector consulting 
  • Participate in business development through proposal writing and development of innovative, AI-enabled client offerings

You are likely to have:

  • Master’s degree in health economics, health financing or similar
  • Ideally based in South Africa of Kenya, but not a pre-requisite (Genesis does not provide visa or work permit sponsorship outside of established hubs)
  • A minimum of 4 years of relevant consulting experience
  • Strong technical track record delivering high-quality analytical work across health financing and economics projects
  • Experience working with or advising governments, bilateral donors, or multilateral development partners
  • Advanced analytical capability, including quantitative analysis (strong Excel required) and structured synthesis of complex information
  • Proven ability to produce clear, high-quality written and visual outputs for senior policy and decision-making audiences
  • Strong communication and stakeholder engagement skills. Written and verbal fluency in English required; French advantageous
  • Demonstrated problem-solving ability, sound judgement, and capacity to work independently while managing multiple priorities
  • Collaborative team player with strong interpersonal skills and experience supporting or mentoring junior staff
  • Demonstrated experience using AI tools (e.g. Gemini or similar), with the judgement and ambition to apply them effectively in a consulting context

Location

  • This role can be based in South Africa or Kenya (but not a pre-requisite). You must already have the right to work in the location you apply for.
