We are currently seeking qualified candidates for the position of Senior Finance and Grants Officer for the EpiC project in Lesotho. The position will be based in Maseru, Lesotho.

EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Job Description

The Senior Finance and Grants Officer will be responsible for the program financial and grant management and ensure compliance with FHI 360 and USAID financial procedures, rules and regulations. They will lead budget development, financial reporting, monitor program expenditures and maintain financial filing systems. The Senior Finance and Grants Officer will lead the administration and management of all subawards, finance and procurement functions for the EpiC Lesotho project. The Senior Finance and Grants Officer will support sub-awardees in strengthening their financial management and compliance systems. They will oversee the review of sub-recipient financial reports and ensure timely sub-recipient advance and liquidation processes. The Senior Finance and Grants Officer will ensure that sub-recipient questioned costs and audit findings are addressed timeously.

Position Responsibilities:

  • Prepare, review and update program budgets
  • Prepare financial reports
  • Track and monitor project expenditures against budget including preparing monthly pipeline analysis
  • Manage EpiC Lesotho sub-partners, including reviewing monthly financial reports, coordinating reimbursements, posting approved expenditures and ensuring financial compliance
  • Provide ongoing capacity strengthening and mentorship to sub-recipients to strengthen financial and management systems for increased accountability and ownership in managing USG funds
  • Coordinate PEPFAR expenditure reports on an annual basis.
  • Develop EpiC Lesotho procurement plan and oversee proper procurement procedures for supplies and equipment.
  • Management of timely sub-partner advance and liquidation process.
  • Work with the program team on seamless start up and /or close out processes of sub-awards.
  • Ensure that all procedures for procurement, subaward management and auditing are followed and adequate records and audit trails are maintained.
  • Manage and maintain subaward documentation and input/maintain information in FHI 360’s subaward tracking system.
  • Develop, implement and monitor subaward monitoring plans with each sub-awardee and conduct site visits to ensure and support ongoing compliance with subaward terms and conditions and strengthen capacity of sub-awardees in finance and grants management.Minimum Requirements:
    • Bachelor’s degree in Finance/Accounting with 5-7 years of experience with subaward administration and compliance for USG-funded projects (USAID/PEPFAR preferred); or Master’s Degree with 3-5 years of experience with subaward administration and/or compliance for USG-funded projects (USAID/PEPFAR preferred).
    • Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures. Previous experience working with USAID or PEPFAR supported program is highly desirable.
    • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
    • Budget monitoring and general ledger skills.
    • Relevant software skills including automated accounting software, database spreadsheets and Management Information Systems.
    • Familiarity with Lesotho public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Lesotho is highly desirable.
    • Strong project management and time management skills.
    • Demonstrated experience managing large volumes of high-value subawards with local partners.
    • Ability to respond to inquiries independently and follow-up on requests in an efficient manner with minimal supervision and manage high volume of workflow efficiently.
    • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural environment.
    • Ability to supervise the finance team and create and manage team schedules
    • High degree of proficiency in written and spoken English communication.
    • Well-developed computer skills.
    • Any other duties as assignedThe position will be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals residing in Lesotho.
