Project: Cooperation Facility and Visibility and Communication Strategy for Lesotho, Lesotho

The overall objective (Impact) to which this action contributes is to establish a cooperation facility to support the implementation of the Multi-annual Indicative Programme 2021-2027 and Team Europe Initiatives, including strategic communication activities. The specific objectives (Outcomes) of this contract are as follows:

  1. Support Lesotho’s development strategies, the implementation of the Multiannual Indicative Programme and Team Europe Initiatives;
  2. Promote the values that inspire the partnership between Lesotho and the European Union.

DAI is looking to recruit Senior Expert in Elections and Participatory Governance (SNKE)

Objectives of the NKEs Assignment 
The overall objective of this assignment is to support a detailed conceptualisation and formulation of an action to enhance public trust in and inclusion in the political system, building a basis for political stability and sustainable development.
The specific Project Deliverable is to draft a high-quality Action Document accepted by the parties and authorities involved, including a detailed Intervention description, and requested annexes as per templates. In the second part of the assignment, the expert will support the drafting and agreement of the resulting prospected projects. 

Requirements

Technical Qualifications and Skills

  • Advanced University degree in international relations, law, political science or any other discipline related to the assignment.
  • Ability to develop an Action Document and corresponding Annexes as per EU rules and procedures.
  • Ability to work productively with multi-disciplinary/sector consultants, counterparts, and other project stakeholders. Good judgement pays attention to nuance and detail, takes initiative, high sense of responsibility, tact, and discretion, with sensitivity to different cultures.
  • Excellent analysis, drafting and communication skills including presentations, report writing and research.
  • Excellent spoken and written English, knowledge of Sesotho or other local languages would be an asset.

General Professional Experience

  • At least 10 years of professional experience in governance, support to civil society, civic education or election support.
  • A good understanding of cross-cutting issues, including gender inclusion and conflict dynamics for socio-economic equity, relevant to this assignment.
  • Ability to interact effectively with the relevant stakeholders and counterparts.

Specific Professional Experience

The Assignment tasks and Outputs are technically specific and require special knowledge of participatory governance. Accordingly, the NKE:

  • Must possess context-specific knowledge and competencies needed to progress the project’s critical goals relevant to this Assignment.
  • Possess expertise and experience in civic education and participatory governance, covering formulation and, desirably, implementation. Familiarity with EU formulation process is  a strong asset
  • Knowledge of stakeholders’ network in the region. Strong relations with local or regional stakeholders and relevant institutions would be an asset.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

Base of Operation: Maseru, Lesotho

Input: 35 working days (first part) + possible additional 20 working days on contract drafting after approval of Action Document by EUD (second part) 

Period of implementation: 05/02/2024 to 10/04/2024 (first part) & 1/5/2024 to 30/6/2024 (second part)
