DEPARTMENT: Government Printing
JOB TITLE: Senior Executive Officer
RESPONSIBLE TO: Assistant Human Resources Officer
MAIN PURPOSE OF THE JOB
The Senior Executive Officer is responsible for ensuring the smooth operation and effective Records Management within the Ministry’s Registry. The incumbent will also be responsible for supervising Office Assistants and staff within the Registry Office.
MAIN DUTIES
1. Protection and Preservation of Records/Government Documents
1.1 Ensures that all files/documents in the registry are securely kept.
1.2 Recalls all files from action officers.
1.3 Provides safety of confidential correspondence.
2. Management of Mail
2.1 Oversees the registration of incoming and outgoing mail.
2.2 Ensures that the mails are treated properly according to classification.
2.3 Keeps closed files properly.
2.4 Dispatches mail to the relevant offices.
2.5 Marks the files to action officers.
2.6 Maintains file movement cards to keep track of all distribution of files to action officers.
2.7 Monitors classification and registration of correspondences.
2.8 Updates filing index to ensure indexing accuracy and accessibility of documents.
2.9 Disposes records in accordance with procedures in practice.
3. Manages Transport
3.1 Supervises departmental Drivers.
3.2 Allocates transport upon request.
3.3 Facilitates repairs and servicing of vehicles in liaison with the Mechanical Section.
3.4 Updates vehicle inventory.
3.5 Facilitates immediate filing of vehicle accident reports.
4. Supervises and Monitors Performance of Other Support Staff
4.1 Supervises Drivers, Clerical Assistants, Messengers, and Office Assistants.
4.2 Assists in conducting induction programmes to familiarize newly appointed staff with departmental objectives and activities.
4.3 Initiates regular team-building events to motivate and encourage staff.
4.4 Allocates duties to registry staff to ensure implementation of plans.
4.5 Conducts annual performance appraisals on individual supervisees to assess their performance against the set standards, to identify training and development needs, and recommends training.
4.6 Maintains staff discipline.
4.7 Advises management on all matters relating to registry organization and control.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of office (registry) structure of the Ministry.
- Knowledge of registry operations.
- Ability to communicate clearly in both spoken and written English and Sesotho.
- Ability to manage effectively both materials and Human Resources.
- Demonstrated ability to manage different priorities and work under minimum supervision and as part of a diverse team.
- Demonstrated ability to maintain confidentiality and neutrality in a sensitive environment.
JOB SPECIFICATION
- Diploma in Human Resource Management, Business Administration, or Public Administration plus three (3) years working experience.
OR - COSC/ LGSE with at least five (5) years’ experience in records management/registry office.
