for the following position tenable in the Ministry of Environment and Forestry:

JOB SUMMARY
Under the general supervision of the Director – Environment, the Senior Environment Officer – Programmes and International Liaison will coordinate all the Multilateral Environmental Agreements (MEAs) that Lesotho is a party to. The incumbent will create awareness amongst stakeholders about strategic priorities, policies, and programmes, and provide technical backstopping and guidance in the development of GEF project proposals at both national and district levels.


MAIN DUTIES

1. COORDINATE THE MULTILATERAL ENVIRONMENTAL AGREEMENTS (MEAs)
1.1 Coordinate and communicate activities within different MEA households in the department (e.g., Rotterdam, SAICM, CBD, POPs, Basel, Libreville, Biosafety, IUCN, CITES, Africa Hub, RAEIN Africa)
1.2 Coordinate reporting on the progress of the implementation of the CBD to the CBD Secretariat

2. CREATE AWARENESS ABOUT GEF AND SGP PROGRAMMES
2.1 Prepare GEF National information packages
2.2 Convene workshops on GEF programmes
2.3 Furnish SGP meetings and review SGP concepts and proposals
2.4 Support the implementation of Country Support Programme (CSP) activities
2.5 Coordinate and prepare for Consistency GEF meetings when Lesotho hosts
2.6 Provide information to the GEF Secretariat and update Lesotho’s GEF portfolio

3. IMPLEMENTATION OF THE NATIONAL ENVIRONMENT POLICY
3.1 Support implementation of the National Environment Policy
3.2 Ensure that other ministries, NGOs, business community and private sector observe principles of environmental management through coordination, monitoring, and supervision of environmental issues
3.3 Develop environmental concepts and proposals and submit to donors for resource mobilization

4. SUPPORT AND SUPERVISE IMPLEMENTATION OF THE DEPARTMENT’S PROGRAMME OF WORK AT DISTRICT LEVEL
4.1 Provide support and technical backstopping in the integration of GEF issues into district development plans
4.2 Provide technical backstopping as and when required in the districts


EDUCATION AND TRAINING

  • Master’s Degree in Environmental Science, Natural Resources Management, or Agricultural Science with 2 years’ experience
    OR
  • Bachelor’s Degree in Environmental Science, Natural Resources Management, or Agricultural Science with 3 years’ experience

RESPONSIBILITY FOR WORK OF OTHERS
The incumbent is responsible for acquiring information from different sources and facilitating its distribution to District Environment Officers. The incumbent is also responsible for ensuring that GEF and MEA activities are well incorporated into district development plans.

DECISION MAKING
The incumbent is responsible for making his/her own work plan as a contribution to the departmental work plan and must ensure that budgetary provisions are made for the implementation of divisional activities.

DEXTERITY
The incumbent must have a broad understanding and knowledge of environmental and development issues (globally, regionally, locally), knowledge of national priorities, ability to interpret and apply policies, strategies and legislation, budget control skills, and the capacity to provide in-house training on relevant environmental issues.
