JOB TITLE: Senior Economic Planner
GRADE: H
RESPONSIBLE TO: Chief Economic Planner
NO. OF POSITIONS: Two (2)
MAIN PURPOSE OF THE JOB
To facilitate the mobilisation and effective allocation of resources for the implementation of development programmes and projects for the Government of Lesotho.
MAIN DUTIES AND RESPONSIBILITIES
1. Facilitate the Mobilisation of Resources for Development Projects/Programmes
1.1 Analyze development partners’ profiles to identify those with similar interests.
1.2 Classify development programmes and projects according to donor profile interest.
1.3 Maintain the development assistance database.
1.4 Prepare briefs for donor roundtable conference negotiations on closing the financing gap for development programmes and projects.
1.5 Develop, review, and evaluate country strategy papers with development partners.
1.6 Disseminate development assistance-related information to all stakeholders.
1.7 Monitor the implementation of Development Partners Policy.
2. Facilitate the Implementation of the Aid Effectiveness Strategy
2.1 Organize periodic meetings between the government and development partners to harmonize national priorities with aid provided by Development Partners.
2.2 Prepare schedules of donor missions and clear such missions.
2.3 Prepare periodic briefs on multilateral and bilateral cooperation.
2.4 Liaise with ministries to facilitate effective development assistance cooperation.
2.5 Conduct bi-annual and annual assessments on development assistance performance.
JOB SPECIFICATION
Education and Training:
- Master’s Degree in Economics, Development Economics, Development Management/Studies, Public Policy, or International Relations.
OR - Bachelor’s Degree in Economics, Development Economics, Development Management/Studies, Public Policy, or International Relations.
Work Experience:
- With Master’s Degree: Minimum of two (2) years of relevant working experience at middle management (Grade G).
- With Bachelor’s Degree: Minimum of three (3) years of relevant working experience at middle management (Grade G).
Skills and Qualifications:
- Strong analytical skills to assess complex situations and identify priority needs.
- Excellent communication and interpersonal skills to build relationships with diverse stakeholders.
- Proven project management skills to oversee multiple aid initiatives.
- Expertise in development issues, including an understanding of aid architecture and effectiveness principles.
- Proficiency in data analysis and reporting.
- Knowledge of the local context and political landscape in the target region.
