JOB TITLE: Senior Economic Planner
GRADE: H
NO. OF POSITIONS: Two (2)
RESPONSIBLE TO: Chief Economic Planner
LOCATION: Maseru
JOB SUMMARY
Under the general supervision of the Chief Economic Planner, the incumbent will be responsible for implementation of sectional activities; coordination of national development initiatives; implementation of sectional budget; supervision of department staff; and training and development of department staff.
MAIN DUTIES
1. Implementation of Sectional Activities
1.1 Provides and interprets guidelines to relevant stakeholders (MDAs) to enable the development of sectoral plans, policies, and strategies
1.2 Monitors implementation of sectoral plans, policies, and strategies in consultation with the Department of M&E to achieve sustainable development
1.3 Facilitates review of sectoral policies, plans, and strategies to address emerging challenges
1.4 Participates in departmental planning and reporting forums to share and discuss work-related information
2. Coordination of National Development Initiatives
2.1 Sensitizes stakeholders on national and international development frameworks and interprets them for mutual understanding, support, and adherence
2.2 Facilitates domestication, prioritization, and mainstreaming of international frameworks to relevant stakeholders to address national needs and promote inclusive participation and ownership
2.3 Trains MDAs on integration of development agendas into their sectoral plans to promote responsiveness to national needs
3. Implementation of Sectional Budget
3.1 Draws the sectional budget in consultation with individual supervisees to enable smooth implementation of sectional activities
3.2 Supervises implementation of sectional budget to ensure optimal execution of activities
4. Supervision of Department Staff
4.1 Convenes meetings with individual supervisees to discuss and approve their work plans
4.2 Periodically monitors supervisees’ performance (monthly, quarterly, etc.) for planning and reporting
4.3 Approves adjustments to work plans as necessary to ensure responsiveness to sectional activities
4.4 Reviews and appraises supervisees’ performance bi-annually and annually to ensure success and identify areas for improvement
5. Training and Development of Department Staff
5.1 Draws and submits the sectional Annual Training Plan in line with HRDP to ensure provision of necessary skills
5.2 Supervises implementation of the sectional Training Plan to ensure compliance
5.3 Monitors supervisees’ post-training performance to verify whether training achieved its intended purpose
JOB SPECIFICATION
Education and Training
- Master’s Degree in Economics with at least five (5) years relevant working experience
OR - Postgraduate Diploma in Economics with at least six (6) years relevant working experience
OR - BA Degree in Economics with at least seven (7) years relevant working experience
