POSITION: Senior Economic Planner – Planning Cadre Directorate
GRADE: H

RESPONSIBLE TO: Chief Economic Planner – Planning Cadre Directorate
JOB SUMMARY
Under the general supervision of the Chief Economic Planner, the Senior Economic Planner shall be responsible for the development, implementation, and monitoring of cadre policies; and capacity building. The Chief Economic Planner shall also be responsible for preparation of departmental budget.
KEY RESPONSIBILITIES OF THE POSITION
1. Development and Monitoring of Cadre Policies
11.1 Regularly update the schemes of service of the Planning Cadre
11.2 Facilitate development and management of cadre policies
1.1 Undertake monitoring and evaluation of cadre’s policies implementation
1.2 Collect and update staff database & complement
2. Coordinate Development and Implementation of Training Plans
2.1 Undertake consultations for capacity needs assessment
2.2 Develop a skills database of the cadre
2.3 Facilitate implementation of capacity development programme of the Cadre
2.4 Organise orientation programme for new entrants into the cadre
2.5 Organise and prepare for continuous training on development planning function
3. Preparation of Departmental Budget
3.1 Draw and submit departmental budget to the ministerial budget team for compilation
3.2 Participate in preparation and discussion of ministerial budget
3.3 Monitor budget implementation according to the departmental operational plan
JOB SPECIFICATION
Minimum Qualifications
- BA in Economics plus a Master’s Degree in the field of socio-economic planning and development
- Minimum of five (5) years’ experience as Senior Economic Planner
OR
- Degree in Economics with at least seven (7) years’ working experience as Senior Economic Planner
