Applications are invited From suitably qualified local candidates for the following position tenable in the Ministry of Labour and Employment:


JOB TITLE: Senior Economic Planner

Grade: H
Responsible To: Chief Economic Planner


Job Summary

To contribute towards the development and review of National Development Planning Guidelines, long- and medium-term National Development Plans, strategies, and sectoral plans; maintain the National Monitoring and Evaluation System (NMES); and support data collection, analysis, and dissemination to inform planning and budgeting processes.


Main Duties

1. Preparation and Review of National Development Planning Guidelines

  • Review existing planning guidelines
  • Guide line ministries in implementation
  • Monitor implementation of guidelines

2. Development, Review, and Harmonisation of National Development Plans and Strategies

  • Identify key stakeholders
  • Organise and participate in stakeholder consultations
  • Contribute to drafting of plans and strategies
  • Attend meetings and workshops for sectoral strategies and policy papers

3. Dissemination of National Plans and Policies

  • Prepare briefing documents
  • Distribute plans and policies to stakeholders
  • Contribute to presentation materials

4. Maintenance of NMES and Management Information Systems

  • Participate in NMES plan preparation
  • Organise stakeholder meetings to review development performance indicators

5. Data Collection, Analysis, and Dissemination

  • Design data collection methodology
  • Guide data collection
  • Analyse data to determine performance and trends
  • Disseminate reports to stakeholders

6. Development Programmes and Projects

  • Participate in stakeholder meetings for integrated projects
  • Provide project formats to ministries
  • Update inventory of appraised pipeline projects
  • Conduct site visits
  • Prepare quarterly reports on project performance
  • Participate in Multi-Sectoral Projects Implementation Committee meetings

7. Appraisal of Projects and Sectoral Plans

  • Coordinate desk appraisal of sectoral plans and strategies
  • Contribute to development and review of project formats
  • Coordinate appraisal of project proposals and feasibility studies
  • Distribute proposals to PAC members
  • Serve as secretary to PAC meetings

8. Project Negotiations

  • Prepare briefs on multilateral and bilateral cooperation
  • Participate in preliminary meetings
  • Assist in preparation for Donor Round Table Conferences

9. Performance Enhancement

  • Prepare annual work plan
  • Align staff work plans with departmental objectives
  • Contribute to budget discussions and preparation
  • Conduct quarterly staff appraisals

Job Specification

Education and Experience

  • Master’s Degree in Economics/Statistics plus 5 years at middle management level
    OR
  • Bachelor’s Degree in Economics/Statistics plus 10 years at middle management level

Other Relevant Knowledge

  • Proven analytical skills
  • Experience in data analysis and management
  • Ability to evaluate development proposals
  • Knowledge of Public Service Rules, Code of Conduct, and Regulations
  • Good communication skills
  • Knowledge of development planning

Responsibilities

  • For Work of Others: Supervise development planning operations across government planning units
  • For Safety of Others: Minimal

Complexity and Authority

  • Decision-Making: Contribute to preparation and review of planning guidelines
  • Problem Solving: Refer to relevant laws and regulations including the Constitution, Finance Order, Procurement Act, and Planners Manual
  • Dexterity: Provide technical guidance in sectoral plan development; requires high mental and visual concentration
